Summary of review and consultation process
The review occurred as a result of the mandatory review of Wood Manufacturing Foundation Skills and Wood Fibre Manufacturing qualifications, part of the Targeted Review of Qualifications (TRoQ). The mandatory review involved extensive consultation with stakeholders working in the industry. Consultation included meetings to discuss the need to review the qualifications, and subsequent meetings took place in order to consider the proposed content of the qualifications.
Industry confirmed the ongoing need for a set of qualifications in wood panel manufacturing that would recognise graduate capabilities and provide an education pathway for trainees.
The existing national qualifications have been designated expiring and two have been replaced by New Zealand qualifications (see below).
Main changes resulting from the review
‘Wood Panel Manufacturing’ has now been used in the titles of the new Level 2 and Level 3 qualifications; the content of these new qualifications has also been aligned with the industry requirements for new entrant employees and competent operators respectively.
Ref: 1310 will expire and not be replaced as industry did not identify a need for a supervisory qualification at this level for the wood panels sector.
Finally, a new Level 4 qualification, in Composite Wood Panel Manufacturing, has been developed which recognises the increased complexity involved in preparing, forming, and pressing processes within this sector. Qualification 1310 had been developed to deliver the bigger picture business aspects of the organization, including budgets, planning and technical troubleshooting with an intent to develop senior operator skills for ‘management roles’. The industry has determined that this was not successful and has developed a technical skill qualification at Level 3 and Level 4 for their operators. This reflects the level of responsibility and oversight that these operators have, and will have, going forward.

People currently working towards Ref: 1691 may complete the qualification by 31 December 2018 or transfer their results to the replacement New Zealand qualification.

People currently working towards Ref: 1309 may complete the qualification by 31 December 2018 or transfer their results to the replacement New Zealand qualifications.
The last date for enrolments into Ref: 1309 is 31 December 2015. The last date for assessments to take place for this qualification is 31 December 2018.
People wishing to complete Ref: 1309 with the Laminated Veneer Lumber (LVL) and Plywood Operations Strand will need to gain credit for expiring standard 20768 by 30 December 2015 when it expires.

The last date for enrolments into Ref: 1310 is 31 December 2015. The last date for assessments to take place for this qualification is 31 December 2018.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to Competenz at the address below. Appeals will be considered on a case-by-case basis.
