NZQA National Qualifications Services (NQS) has completed the reinstatement, review, reclassification and transfer of standard setting responsibility for the unit standards listed above. Unit standards that have been reinstated are listed in bold above. The unit standard listed in italics has been revised and will be reviewed in December 2017.

Summary
In December 2010, NQS published two new unit standards in First Aid, unit standard 26551, Provide first aid for life threatening conditions; and unit standard 26552, Demonstrate knowledge of common first aid conditions and how to respond to them. Subsequent to the publishing of unit standards 26551 and 26552, NZQA received feedback from first aid training providers and peak body organisations that while unit standards 26551 and 26552 were deemed to replace unit standards 6400 Manage first aid in emergency situations, 6401 Provide first aid, and 6402 Provide resuscitation level 2, they were not equivalent and therefore did not meet the first aid training outcomes being requested by industry.
In January 2013, NZQA held an initial sector meeting to canvas ideas about the skills and knowledge deemed critical for generic first aid training for the sector which needed to be addressed in the review of the first aid unit standards. NZQA then established a Project Advisory Group to oversee the review.
Following a majority decision by the First Aid Project Advisory Group at its November 2014 meeting, NZQA agreed to review and reinstate unit standards 6400, 6401 and 6402 and expire unit standards 26551 and 26552 and following national consultation confirmed this action.
In January 2014, The Skills Organisation entered into discussion with NZQA regarding the transfer of standard setting responsibility for first aid. As the current standard setting body for pre-hospital emergency care, The Skills Organisation were regarded as well placed to take on this role.
In March 2015, The Skills Organisation were granted gazetted coverage for first aid and the transfer of standard setting responsibility was able to proceed.
To minimise impact during the transition from national to New Zealand qualifications, the last date for assessment of unit standards 26551 and 26552 was set at December 2019.
Main changes
· Standard setting responsibility was transferred from NQS to The Skills Organisation
· Unit standards 6400, 6401 and 6402 were reinstated and reclassified from domain Core Health to domain First Aid
· Unit standards 26551 and 26552 were designated expiring
· Title and outcome in unit standard 6400 was amended to better reflect the intended outcome of the standard
· Title and outcome in unit standard 6402 was amended to better reflect the intended outcome of the standard and to reflect the New Zealand Resuscitation Council definition of basic life support
· Information from clarification documents published on the NZQA website was incorporated in the explanatory notes of all standards to clarify assessment practice
· The term “victim” was replaced with the term person or people across the set
· Evidence requirement 1.1 in unit standard 6400 was amended to align language used throughout the standard
· Range under evidence requirement 1.1 in unit standard 6401 was amended to clarify the requirements for the standard and better reflect the clinical framework in the document First Aid as a Life Skill: Training Requirements for Quality Provision of Unit Standard-based First Aid Training
· Evidence requirements and range statements in unit standard 6402 were amended to clarify their requirements for the standard.
· The prerequisite relationships between 6400, 6401 and 6402 remain unchanged.
Category D unit standards will expire at the end of December 2019
