The next qualification review is planned to take place during 2020.

 

Summary of review and consultation process

 

The Air Traffic Services qualifications have been reviewed as part of the Targeted Review of Qualifications (TRoQ) process.  The mandatory review involved consultation with stakeholders and included initial meetings concerning the need to review the qualifications, and subsequent meetings regarding the proposed content of the qualifications to ensure alignment with International Civil Aviation Organization (ICAO) and Civil Aviation Authority of New Zealand (CAANZ) regulatory requirements.

 

Industry confirmed the need for qualifications in this area, and fully endorsed these.

 

The existing Level 5 and Level 6 national qualifications have been replaced by New Zealand qualifications, as detailed below.  The Level 7 qualification has remained as a national qualification.

 

Main changes resulting from the review

Transition

 

As the new Level 5 qualification is different in design and content to the replaced national qualification, it is the industry's and SSB's preference and recommendation for trainees to enter into programmes leading to the new qualification.

 

Trainees currently enrolled in programmes leading to the replaced qualification may either complete the requirements by 31 December 2016 or transfer to the new qualification.

 

The last date for entry into programmes leading to the replaced qualification is 31 December 2015.  The last date for award of the replaced qualification is 31 December 2016 at which time it will be designated as discontinued.

Transition

 

As the new Level 6 qualifications are different in design and content to the replaced national qualification, it is the industry's and SSB's preference and recommendation for trainees to enter into programmes leading to the new qualifications.

 

Trainees currently enrolled in programmes leading to the replaced qualification may either complete the requirements by 31 December 2017 or transfer to the relevant new qualification.  Trainees completing the replaced qualification must be gain credit for standard 23469 before it expires on 31 December 2016.

 

The last date for entry into programmes leading to the replaced qualifications is 31 December 2015.  The last date for award of the replaced qualifications is 31 December 2017 at which time they will be designated as discontinued.

 

This qualification contains expiring unit standards for which replacement unit standards have now been registered.  For the purposes of this qualification, people who have gained credit for the replacement unit standards are exempt from the requirement to gain credit for the expiring unit standards.

Changes to structure and content

·      The title of the qualification was changed.

·      Overall credit value has increased from 148-223 to 230-275 credits dependant on strand.

·      Credit value and levels for standards 23459, 23461, and 23473 have been updated to reflect the outcome of review.

·      Replacement standards 28043-28049 have been added to the qualification.

 

Transition

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification
