The next qualification review is planned to take place during 2019.
Summary of review and consultation process
The review occurred as a result of the mandatory review of Manufacturing qualifications, part of the Targeted Review of Qualifications (TRoQ). The mandatory review involved extensive consultation with the key industry stakeholder Owens-Illinois New Zealand. Consultation included meetings to discuss the need to review the qualifications, and subsequent meetings considered the proposed content of the qualifications, and reviewed the related unit standards.
Owens-Illinois New Zealand confirmed the on-going need for a set of qualifications for the Glass Container Manufacturing sector that would recognise graduate capabilities and provide an education pathway for trainees.
The existing National qualifications have been designated as expiring without replacement or replaced by New Zealand qualifications, as detailed below.
Main changes resulting from the review
· The Level 1 and Level 2 Glass Container Manufacturing qualifications will expire and not be replaced.
· The Level 2 and Level 3 Engineering and Technology qualifications will expire and not be replaced.
· The Level 3 and Level 4 Glass Container Manufacturing qualifications have been aligned with industry requirements for operators and advanced operators respectively.

Transition
The last date for enrolments into Ref: 1358 and Ref: 1359 is 31 December 2015. No new enrolments will be accepted into programmes leading to the other expiring or replaced qualifications above.
People currently working towards the replaced Ref: 1360 and Ref: 1462 must complete their requirements, or transfer to a programme of study or training leading to the replacement qualification, by 31 December 2016. People currently working towards the expiring qualifications that are not being replaced must complete the requirements of those qualifications by 31 December 2016.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to Competenz at the address below. Appeals will be considered on a case by case basis.
