Summary of review and consultation process
The review of the above qualifications formed part of the wider Infrastructure Works Targeted Review of Qualifications which was triggered in April 2012, and completed in February 2015.
The review process included an initial consultation meeting and further working group meetings with mandatory stakeholders including providers and key industry representatives spanning a range of subsectors within infrastructure works.
An industry learning needs analysis was developed, including a qualification framework with more clearly defined pathways for the infrastructure works industry.
The review process confirmed that, although, on the whole, current national qualifications for the infrastructure works industry were somewhat meeting the needs of industry, there was a need to provide clear career pathways from entry to management, from one part of the industry to another, and within sectors. The review also reflected on the levels of responsibility of each role and how these are denoted in the levels of the qualifications.
To ensure flexibility to allow the qualifications to be achieved through a range of contexts and learning pathways, mandatory and optional conditions have been defined without the inclusion of specific unit standards, allowing programme developers to determine appropriate methods of delivery and assessment.

The last date for entry into training programmes for the replaced qualifications is 31 December 2016.
The last date of assessment for the replaced qualifications is December 2018.
