Summary of review and consultation process
The Aviation qualifications have been reviewed as part of the Targeted Review of Qualifications (TRoQ) process during 2014 to 2015. The mandatory review involved extensive consultation with stakeholders working in and with the industry, most significantly Air New Zealand, the Royal New Zealand Air Force, and training providers. Consultation included meetings to discuss the need to review the qualifications, and subsequent meetings considered the proposed content of the qualifications.
The Aviation Core Skills qualification had been addressed through the Tourism TRoQ and became a strand within the New Zealand Certificate in Tourism (with strands in Visitor Experience, Tourism and Travel, and Aviation) (Level 3) [Ref: 2199].
Industry and providers confirmed the on-going need for the Flight Attending qualification, however due to the poor take up of the National Certificate in Aviation (Introductory) (Level 2) [Ref: 1105] the decision was made not to pursue this as a New Zealand qualification.
The existing National qualifications have been replaced by New Zealand qualifications, as detailed below.
