Summary

 

MITO’s Extractives Governance Group and Working Groups, which include elected representation from industry and Tertiary Education Organisations, considered the content of these unit standards in conjunction with the development of new New Zealand qualifications for Extractives.  The review also considered recommendations by the recently appointed New Zealand Mining Board of Examiners.  The Board of Examiners advises the Board of WorkSafe on the health and safety competency requirements for workers in the extractives industry – a key recommendation of the Royal Commission on the Pike River Tragedy.  These competency requirements include standards from the Extractives Industries subfield.

 

The review of these standards has resulted in updated outcomes and evidence requirements that reflect current industry practice and legislative requirements.  A new Level 4 standard that covers the requirements of health and safety legislation for an extractive site has been developed.  It will be suitable for those working in first-line supervisor roles.

 

Standard 24469 has been moved from the Metalliferous Mining - Operations domain to the Extractive Industries Management domain so that it can be used across all sectors of the mining and quarrying industry.

 

Standards 23547-23549 were based on equivalent Australian units of competency.  The review has resulted in these standards being designated expiring and replaced by three new coversheet standards that link directly to the relevant Australian unit of competency.  This is to ensure that the New Zealand standards can be more easily kept up-to-date with changes to the Australian units.

 

The replacement coversheet standards are listed at Level 6 to ensure they reflect the NZQF level descriptors, and to ensure they will accord rationally with the Graduate Profile Outcomes in the New Zealand qualification.

 

Main changes

 

·      Explanatory notes, outcomes, and evidence requirements in standard 7142 were amended to ensure they reflect current legislative requirements, and to future-proof the standard in terms of future changes to legislation.

·      Three standards were replaced by coversheet standards.

·      One new standard was developed.

·      Standard 24469 was moved from the Metalliferous Mining - Operations domain to the Extractive Industries Management domain, and increased from Level 3 to Level 4 to ensure best alignment with the NZQF Level Descriptors.

·      A last date for assessment of superseded versions of these standards was determined.  Results will not be accepted where the assessment date is after the last date for assessment of the superseded version of the standard.

 

The last date for assessment of superseded versions of Category B unit standards is December 2017

 

Category C unit standards will expire at the end of December 2017
