Summary of review and consultation process
A review of the industry skill requirements in the maritime sector took place between July 2012 and March 2015 and involved two distinct groups. A Governance group provided guidance in developing a qualification framework for the sector. An advisory group contributed to the development of sector specific qualifications through the review of skills and knowledge requirements of the roles the qualifications were developed for. A mix of industry representatives and other mandatory stakeholders took part at each of these levels.
During the development of these new qualifications Maritime New Zealand was also reviewing the licensing requirements for the maritime sector. The industry has acknowledged that there needs to be a strong alignment between the requirements for Maritime licenses and New Zealand Qualifications Framework (NZQF) qualifications.
Main changes resulting from the review
Nine national qualifications, and 28 provider-developed qualifications, were reviewed and/or replaced. Six replacement New Zealand qualifications, and nine brand new qualifications were developed and listed on the NZQF.

People wishing to complete Ref: 0259 must gain credit for standard 2398 before it expires at the end of December 2016. People wishing to complete this qualification must also hold credit for expired standard 4113.
Reverse transition
Ref: 0259 contains expired standards which have been replaced. For the purpose of this qualification, people who have gained credit for the replacement standards will be exempt from the requirement to gain credit for the expiring standards – see table below.

Transition
People currently working towards the replaced national qualifications should complete the requirements for that national qualification by 31 December 2017.
New enrolments into programmes leading to the any of the national qualifications that are being replaced will not be accepted after 31 December 2015.
It is not intended that any existing candidate be disadvantaged by these arrangements. However, any candidate who considers they have been disadvantaged may appeal to Competenz at:
