Review of Competenz CMR

Competenz has completed the review of the Consent and Moderation Requirements (CMR) above.

Summary of Review

Over the last few years, Competenz has been involved in several mergers with other Industry Training Organisations (ITOs), which has resulted in the review of a number of CMR documents.  There were changes made to the terminology and to the approach common across other CMRs reviewed at the end of 2015 that were not reflected in the existing CMR 0002.  The decision was made to conduct this review in order to align requirements across the suite of Competenz CMRs.  This alignment will enable ease of understanding among stakeholders who assess against Competenz standards across several industries. 

Compliance with new requirements

Requirements for consent to assess will apply with effect from April 2016.

Moderation system requirements will apply with effect from April 2016.

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from October 2016 onwards.

Main changes

References to ITP Quality as a Quality Assurance Body have been removed throughout the CMR.

Requirements for Consent to Assess (RCA)

Industry or sector-specific requirements for consent to assess

· Criterion 2: Competenz no longer has a list of best practice core equipment/resources so this reference has been removed.

· Criterion 6: Health and safety requirements have been added, as well as requirements for the use of other establishments, and of the workplace, for training and assessment.

· Criterion 8: The applicant organisation must now have policies and procedures to ensure that credit achievement is reported to NZQA within three months of the completion of assessment.

Moderation Requirements (MR)

While the requirements remain the same, the terminology has been updated.
