Summary of review and consultation process


During 2012, a mandatory sector review of qualifications in the Human Welfare sector covering Health, Disability, Social Services and Whānau Ora occurred. The review involved extensive consultation with stakeholder’s and education providers working in the industry. Consultation included meetings to discuss the need for, and structure of, the proposed new qualification, and subsequent meetings considered the content of the qualifications.


The proposed New Zealand Level 5 qualification will meet the many and varied needs of the large number of sectors that fall under the scope of Human Welfare. Confirmation of the need for a Level 5 qualification that would recognise graduate capabilities and provide an education pathway for learners was gained at a final round of public consultations and email attestations.


The existing National qualifications have been replaced by the New Zealand qualification as detailed below.
