Review of Electronic Manufacturing qualifications

National Certificate in Electronic Manufacturing (Level 4) with strands in Manufacturing Technology, and Manufacturing Leadership [Ref: 0435]

 

The Skills Organisation (Skills) has completed the review of the qualifications listed above.

 

Summary of review and consultation process

 

As part of the mandatory reviews of qualifications in Electrotechnology and subsequently Manufacturing, it was agreed that the needs of learners, who would otherwise be undertaking electronic manufacturing qualifications, are best addressed and supported by NZQF qualifications developed within the suite of generic manufacturing qualifications.  Both reviews encompassed broad consultation with industry, regulators, and tertiary education organisation stakeholders to ensure that the new qualifications meet current and future needs.  The reviews resulted in the recommendation that the Electronic Manufacturing qualifications be superseded (but not directly replaced) by the New Zealand manufacturing and competitive systems and practices qualifications, in order to meet stakeholder needs.  As these qualifications have been published, the national qualifications will therefore be phased out.

 

The New Zealand manufacturing qualifications include:

New Zealand Certificate in Manufacturing (Level 2) [Ref: 2729]

New Zealand Certificate in Manufacturing (Level 3) with optional strand in Productivity Improvement [Ref: 2730]

New Zealand Certificate in Manufacturing (Level 4) with optional strand in Technical Support [Ref: 2731]

New Zealand Certificate in Manufacturing (Level 5) [Ref: 2732]

and

New Zealand Certificate in Competitive Systems and Practices (Level 3) [Ref: 2998]

New Zealand Certificate in Competitive Systems and Practice (Level 4) [Ref: 2999]

New Zealand Diploma in Competitive Systems and Practices (Level 5) [Ref: 3000]

Transition

 

The last date for entry into the programmes leading to the replaced qualifications is 31 December 2018.

 

The last date to meet the requirements of the replaced qualifications will be 31 December 2020, when the qualifications will be discontinued.  From that date no results can be reported against the qualifications.

 

It is the intention of Skills that no existing learner will be disadvantaged by these transition arrangements. However, any person who considers they have been disadvantaged may appeal to Skills:

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NZQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NZQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NZQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.

There is no replacement qualification

Qualification is no longer required by industry
