The next qualification review is planned to take place during 2021.

 

Summary of review and consultation process

 

During Stage I of the targeted reviews of Reo Māori and Tikanga qualifications, the reviews were conducted separately.  NZQA – Māori Qualifications Services (MQS) and Te Whare Wānanga o Awanuiārangi facilitated the Reo Māori qualification review; and Te Wānanga o Aotearoa and NZQA facilitated the review of the Tikanga qualifications.  However, stakeholder feedback (from both reviews) indicated a preference for the two reviews to be joined, as one set of qualifications could not be reviewed and developed in isolation from the other.  This was further exemplified (as part of the Tikanga review) by the development of three qualifications that had combined both kaupapa (Tikanga and Te Reo) into each qualification.

 

The respective Governance Groups (GGs) discussed the potential to combine the two reviews to ensure the needs of stakeholders are met, but agreed that both GGs would submit and progress their respective reviews to the end of Stage I, with a mind to joining the GGs and aligning the reviews in Stage II.  Eight Tikanga and three “combined” qualifications were approved (in September 2014), and eight Te Reo Māori qualifications were approved (in October 2014), for development.

 

In February 2015, the GGs from each review were merged, and became the Governance Group for Te Reo me Ngā Tikanga Māori Qualifications Review (GG).  The GG managed the merging of the two suites of qualifications, confirmed the qualifications’ landscape and mātāpono, and the development of the suite of Te Reo me Ngā Tikanga qualifications as one kaupapa.

 

MQS and Te Whare Wānanga o Awanuiārangi continued to facilitate the working groups in developing the qualifications during this phase of the review.  Opportunity to review the developed qualifications and provide feedback was made available through the Te Reo me Ngā Tikanga Māori Qualifications Review webpage (on the NZQA website) and email distribution lists.

 

The existing national qualifications were replaced by New Zealand qualifications (as detailed below), and ten new qualifications were developed.

 

Category C qualifications will be discontinued at the end of December 2018.

Transition

 

The last date for entry into the programmes leading to the replaced qualifications is 31 December 2016. People cannot be enrolled in programmes leading to award of a replaced qualification unless there is appropriate time available to them to complete the programme and be awarded the qualification before 31 December 2018.

 

The last date to meet the requirements of the replaced qualifications will be 31 December 2018 when the qualifications will be discontinued. From that date no results can be reported against the replaced qualifications. People currently working towards a replaced qualification must complete the requirements by 31 December 2018 or transfer their results to the replacement qualification. However, there are differences between the new and replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

 

It is the intention of NZQA Māori Qualifications Services that no existing learner will be disadvantaged by these transition arrangements. However, any person who considers they have been disadvantaged may appeal to NZQA Māori Qualifications Services:

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NZQF ID
