Summary of review and consultation process
As part of the mandatory review of Business qualifications (which included all Business qualifications at levels 2-6 on the New Zealand Qualifications Framework), the scope for Māori Business and Management qualifications concentrated only on Levels 5 and 6. The Working Group for the qualifications shared their concerns that this was a shortcoming, to which the Governance Group agreed.
The needs analysis for the Level 5 Māori Business qualification (which was listed separately under the Mātauranga Māori Evaluative Quality Assurance (MM EQA) process) identified indicators confirming a need for qualifications at lower levels. These indicators were validated and evidence was found supporting the need for Māori Business and Management qualifications at Levels 3 and 4. As such, two new qualifications were developed, one at Level 3 (which replaced the National Certificate in Māori Management - Generic (Whakangahau ki Te Ao Māori – Workplace Practices) (Level 3) [Ref: 1432]) and another at Level 4.
These qualifications were submitted under the MM EQA process.

Transition
The last date for entry into programmes leading to the replaced qualification is 31 December 2018. People cannot be enrolled in programmes leading to award of the replaced qualification unless there is appropriate time available to them to complete the programme and be awarded the qualification before 31 December 2019.
The last date to meet the requirements of the replaced qualification will be 31 December 2019 when the qualification will be discontinued. From that date no results can be reported against the qualification. People working towards the replaced qualification must complete the requirements by 31 December 2019.
It is the intention of NZQA Māori Qualifications Services that no existing learner will be disadvantaged by these transition arrangements. However, any person who considers they have been disadvantaged may appeal to NZQA Māori Qualifications Services:
