Review of Rural Servicing qualifications

Primary Industry Training Organisation has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2020.

 

Summary of review and consultation process

 

This review occurred as a result of the Targeted Review of Qualifications process, and involved extensive consultation with stakeholders working in the industry.  Consultation included meetings to discuss the need to review the qualifications, and to consider the proposed content of qualifications going forward.

 

Industry confirmed that the current qualifications were no longer meeting their needs and that a new qualification was required.  Development of this began in late 2015 and involved a working group made up of Primary ITO staff and industry representatives.  Organisations that are able to assist in gaining the replaced qualifications have been informed that they are set to expire. 

 

Main changes resulting from the review

 

The National Certificate in Rural Servicing (Level 3) [Ref: 1254] and the National Certificate in Rural Servicing (Livestock) (Level 4) [Ref: 1255] have been designated expiring and are not being replaced.

 

The New Zealand Certificate in Rural Servicing (Level 4) [Ref: 3520] has been developed to meet the needs of the rural servicing industry.

Transition

 

The above qualifications have been reviewed and have been designated expiring without replacement.  No new enrolments will be accepted after 31 December 2018.  The last date to meet the requirements of the replaced qualifications is 31 December 2020 at which point the qualifications will be discontinued.

 

The replacement qualification is substantially different in design and content to both National Certificates. Therefore, it is recommended candidates currently enrolled in programmes leading to the national certificates complete their existing programme by 31 December 2020.

 

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.  However, anyone who feels that they have been disadvantaged may appeal to Primary ITO at the address below.  Appeals will be considered on a case by case basis.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

The qualification is designated as expiring and a last date for meeting the qualification requirements is set
