Summary

 

These unit standards were reviewed to support the New Zealand Certificate in Adult Literacy and Numeracy Education (Vocational/Workplace) (Level 5) [Ref: 2754] and the New Zealand Certificate in Adult Literacy and Numeracy Education (Educator) (Level 5) [Ref: 2755]. A new suite of Level 5 unit standards was developed to align with the graduate profile outcomes in content and credit value.

 

Standards at Levels 4 and 6 were not developed as there is minimal demand for standards at these levels, as evidenced by the low number of awards of the standards from 2013 – 2015.

 

This review proceeded alongside the review of Adult Education and Training unit standards to ensure that cross-crediting arrangements between the Adult Literacy and Numeracy Education (ALNE) qualifications and the New Zealand Certificate in Adult and Tertiary Teaching (Level 5) [Ref: 2993] were enabled.

 

In 2015, an expert panel comprised of representation from the tertiary sector (polytechnic, private training establishment, university), New Zealand Council for Educational Research; an ALNE consultant; and the national moderator, met to review these standards.

 

The new drafts of the standards were developed and circulated to the following members of the wider network for consultation and endorsement:

·         providers that had recorded results against these standards;

·         current ALNE qualification owners;

·         other stakeholders who had expressed an interest in being part of the consultation process.

 

Main changes

 

·      Literacy and numeracy teaching and learning are not treated in separate standards. Both literacy and numeracy are covered in all standards.

·      The standards have taken on a more applied approach taking the theory of ALNE teaching and learning into practice.

·      The credit value of the standards are between 5 – 15 credits. There is no longer a 30 credit standard required for vocational/workplace candidates.

·      In the explanatory notes, reference has been made to the New Zealand ALNE qualifications, to which the new standards have been aligned. These standards are a valid way of achieving the qualifications.

·      Ten standards have been designated Category C, and replaced by ten new standards.

·      There is one new standard where there is not a direct match to the existing standards.

·      Fifteen standards have been designated expiring without replacement (Category D). These include all Level 4 and Level 6 ALNE standards.

 

Category C and D unit standards will expire at the end of December 2018

Impact on Consent and Moderation Requirements (CMR)

 

Standards 21191, 21192, 21204 and 26619, stipulated in CMR 0045, are deemed for expiry in December 2018. A review of the CMR 0045 will be undertaken in due course.
