National Diploma in Fire and Rescue Services (Vegetation Fire Fighting – Management) (Level 5) [Ref: 0780];

National Diploma in Fire and Rescue Services (Urban Fire and Rescue Operations) (Level 5) [Ref: 1134];

National Certificate in Fire and Rescue Services (Vegetation) (Level 5) [Ref: 1184];

National Certificate in Specialist Rescue (Rope Technician) (Level 3) [Ref: 1198];

National Certificate in Specialist Rescue (Rope Instructor) (Level 4) [Ref: 1200].

National Certificate in Civil Defence Management (Level 5) [Ref: 0328];

National Diploma in Workplace Emergency Risk Management (Building Fire and Emergency Manager) (Level 5) [Ref: 0736];

National Certificate in Urban Search and Rescue - Operations (Level 3) with strands in Canine Search Specialist, Response Leader, Response Medic, Rope Operations, Technician, and Training) [Ref: 1114];

National Certificate in Fire and Rescue Services (Vegetation) (Level 6) [Ref: 1185];

National Certificate in Specialist Rescue (Confined Space Technician) (Level 3) [Ref: 1199];

 

The Skills Organisation (Skills) has reviewed the qualifications listed above.

 

These qualifications were considered as part of the 2015 Targeted Review of Qualifications (TRoQ) for the Emergency Services Sector conducted by the Fire and Rescue Services Training Organisation (EMQUAL).

 

Reason for the review

 

The National Certificates listed above were reviewed because of the Targeted Review of Qualifications (TRoQ).

 

Main changes resulting from the review

 

The following qualifications have been set to expire and have not been replaced:

 

 

The last date for entry to these qualifications is 31 December 2017.

 

The last date for assessment is 31 December 2020.

Transition

 

The last date for entry into training programmes or courses leading to the expiring qualifications above is 31 December 2017.  The last date for assessments to take place for the expiring qualifications is 31 December 2020.

 

People currently working towards any of the expiring qualifications must complete their requirements by 31 December 2020.

 

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.  However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation at the address below:

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NZQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NZQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NZQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.

There is no replacement qualification

Qualification is no longer required by industry

The qualification is designated as expiring and a last date for meeting the qualification requirements is set
