Reason for the development and republication

In the Real Estate Sector Targeted Review of Qualifications (TRoQ) review that took place in 2014, it was decided that the National Certificate in Real Estate (Branch Manager) (Level 5) [Ref: 1288] would not be directly replaced by a New Zealand qualification.  The proposed qualification pathway specified that the needs of both Branch Managers and Agents would be addressed by the New Zealand Diploma in Business (with strand in Real Estate) (Level 6) [Ref: 2460].

However, when the legislative framework of the Real Estate Agents Act 2008 was to be amended, it was finally determined that the proposed qualification pathway did not meet the intention of the Real Estate Agents Act 2008.  Discussions between the Ministry of Justice, Real Estate Agents Authority, New Zealand Qualifications Authority, and Skills triggered the development of a new qualification to meet the specific needs of Branch Managers.

The national qualifications required an extension to the last date for entry into programmes leading to them in order allow for changes to the regulations for the real estate industry to be finalised and new qualifications to be availalble for delivery.  The last date for assessments to take place for the national qualifications was not extended and remains at 31 December 2019.
