The Skills Organisation (Skills) has completed the review and republication of the qualifications listed above.

Summary

 

Skills carried out the early review of the above qualifications in response to a request on behalf of the industry from Scaffolding, Access & Rigging New Zealand Inc.

A review group was formed in December 2016 to reflect key stakeholders across the industry and meetings were held in the first quarter of 2017.  The group adjusted the qualification to ensure it is fit for purpose.  The suggested changes to the Level 3 qualification impacted on the Level 4 qualification, and therefore this was also reviewed.  Consultation on the updated qualifications was carried out both online and via the stakeholder review group.  As a result of this review, the New Zealand Certificates at Level 3 and Level 4 were replaced by three new certificates. 

The previously replaced National Certificates in Scaffolding and the New Zealand Certificate in Scaffolding (Level 5) [Ref: 2363] have been republished to reflect changes made because of this review and to allow providers sufficient time to update programmes and transition candidates to the New Zealand qualifications.

 

The related Consent and Moderation Requirements (CMR) document was also reviewed over the same period.  Developers of unit standard-based programmes leading to the above qualifications should refer to CMR 0003 for information on any specific assessment and moderation requirements.

 

Main changes resulting from the review

 

·      Two New Zealand Certificates were reviewed and replaced by three New Zealand Certificates. 

·      The qualification pathway now recognises dual entry into the Level 3 qualification for those who do simple scaffolding, and into the Level 4 qualification for those who do both simple and complex scaffolding.

·      Graduate outcomes were reworded to better reflect graduate capabilities and illustrate the relationship across the two qualifications.

·      The National Certificates have been republished with a new last date of entry to programmes of 30 September 2017.

·      The New Zealand Certificate in Scaffolding (Level 5) [Ref: 2363] has been republished to include updated titles and transition information for the reviewed New Zealand qualifications, Level 3 and 4.

Changes to structure and content

·      The New Zealand Certificate in Scaffolding (Level 3) [Ref: 2361] has been replaced by two new qualifications due to the differences in strand size and content.  Both new qualifications contain the same core outcomes and each contains content that was previously strand specific. 

·      Credit values have also been adjusted as a result of review to better reflect the time required for candidates to be deemed competent.

Changes to structure and content

·      New Zealand Certificate in Scaffolding (Level 4) [Ref: 2362] has been replaced by a new qualification that is larger in size and also includes additional new industry relevant content.

·      The title has been adjusted to include the descriptor (Trade).

·      Credits were increased to 190 from 95. 

 

Transition

 

The last date of entry into programmes leading to the replaced New Zealand qualifications, is 31 December 2017.    The last date of assessment is 31 December 2019, set in alignment with the expiring national qualifications.

 

The last date for entry into programmes leading to the replaced national qualifications is now 31 December 2017.

 

The last date to meet the requirements of the replaced national qualifications is 31 December 2019, when the qualifications will be discontinued.  

 

People currently working towards one of the replaced New Zealand qualifications may either complete the requirements by 31 December 2019 or transfer their results to the replacement qualification.

 

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.  However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation at the address below.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NZQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NZQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NZQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition may be limited to phase-out dates
