Summary of review and consultation process |
Stakeholders who have an interest in Seafood Māori were identified in November and December 2018, and a stakeholder list compiled. Relevant stakeholders were contacted, provided with background information on the purpose of the review, and asked to indicate their interest in participating.
Six hui were scheduled across New Zealand - Whangārei, Auckland, Rotorua, Whanganui/Kapiti, Wellington, and Nelson, in February and March 2019. Locations were determined by geographical area of those who had confirmed their interest in participating in the review. Each hui included discussion of the suite of qualifications under review, identification of roleholders involved in all aspects of Seafood Māori, the skills and knowledge of roleholders, and the need for credentialing roleholder skills and knowledge into New Zealand qualifications.
Outcomes of consultation were circulated to the wider stakeholder network in April and May 2019 and recommendations collated based on feedback. |
Main changes resulting from the review |
Iwi Asset Management qualifications: · National Certificate in Seafood Māori (Iwi Asset Management) (Level 4) [Ref: 1474] · National Diploma in Seafood Māori (Iwi Fisheries Asset Management) (Level 5) [Ref: 1655].
These qualifications were similar to each other, and the workforce roles currently exist without the need for a qualification. Based on this information, and as there has been no uptake since registration in 2003, the recommendation was to expire the qualifications.
Kaitiaki qualifications: · National Certificate in Seafood Māori (Customary Fishing Management) (Level 4) [Ref: 1065] · National Certificate in Seafood Māori (Tangata Kaitiaki/Tiaki) (Level 4) [Ref: 1373].
Currently across the regions, the role of the Kaitiaki is passed down through generational transmission of knowledge, through a discretionary selection process of those available to the Kaitiaki at any given time and thus protecting local knowledge and fishing areas. Current support for these roles exists in one-off Kaitiaki training/wānanga. Across the regions, other training opportunities are being offered by hapū and marae. Based on this information, and as there has been no uptake since registration in 2003, the recommendation was to expire the qualifications.
Customary Fishing qualification: · National Certificate in Seafood Māori (Customary Fishing) Level 3 [Ref: 1064].
This qualification targets the harvester or permit holder. There was agreement from stakeholders that harvesters and permit holders do not need a qualification as the learning is passed through generational transmission by way of whānau. Based on this information, and as there has been no uptake since registration in 2003, the recommendation was to expire the qualification. |
