Review of NZ Hair and Beauty Industry Training Organisation Inc. CMR

 

The NZ Hair and Beauty Industry Training Organisation Inc. (HITO) has completed the review of the Consent and Moderation Requirements (CMR) above.

The next CMR review is planned to take place during 2024.

 

Summary of review

 

This CMR was reviewed to reflect current industry requirements.  

 

The opportunity was taken to update references to qualifications, unit standard examples, and legislation.

 

Stakeholder representatives on HITO’s advisory panel approved the updates on behalf of industry.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from July 2019.

 

Moderation system requirements will apply with effect from July 2019. 

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from January 2020 onwards.

 

HITO will communicate any changes in a timely fashion. HITO will work with organisations with consent to assess that need more lead time to accommodate any change required.

CMR for Beauty Therapy [Ref: 0035]

 

The name of CMR 0035 was changed to Beauty Therapy to reflect the domain in which most unit standards covered by the reviewed CMR are classified.

 

Requirements for Consent to Assess (RCA)

 

Industry or sector-specific requirements for consent to assess

 

§  Criterion 1: Requirements expanded to require: formal links with industry; that teaching programmes state expected outcomes; that regular evaluation take place; and that all requirements under the Health and Safety at Work Act 2015 are met for each programme.

 

§  Criterion 2: Expanded to define ‘training salon/clinic’ and to clarify the expected resources available.

 

§  Criterion 4 and 5: Requirements added to ensure applicant organisations have policies and procedures to ensure students entering a programme have sufficient literacy and numeracy skills to successfully complete the programme, and, where relevant, access to appropriate literacy and numeracy resources is available.

 

§  Criterion 6: Reference to the Health and Safety in Employment Act 1992 was updated to the Health and Safety at Work Act 2015.

 

Moderation Requirements (MR)

 

·      Amendments made to funding requirements where non-compliance with moderation requirements occurs.

 

·      Amendments to HITO contact – changed from National Quality Assurance Manager to General Manager (GM) Stakeholder Engagement.
