Summary
HITO’s Industry Advisory Panel (IAP) and Board in conjunction with their stakeholder networks have reviewed these standards in response to the recent review of the New Zealand Certificate in Commercial Barbering (Level 4) [Ref: 2115-2].
The industry stakeholder representatives considered any feedback received from organisations with consent to assess these standards as part of this process. Drafts of the reviewed standards were made available for full industry consultation during July 2019, via HITO’s website. Feedback was collated, recorded, and fully considered by the IAP. Some resulting changes were made, and the IAP has endorsed the reviewed standards.
Two standards from the Salon Skills domain were included in this review as they are intended for use in a programme leading to the Level 4 Barbering qualification. The remaining standards in the Salon Skills domain will be reviewed in 2021, so the review date for standard 28845 has been set accordingly to ensure alignment of dates.
The reviewed standards are fit-for-purpose and meet the current and ongoing needs of industry.
Main changes
· Unit standard 19807 was set to expire without replacement.
· Unit standard 28018 was moved from the Salon Skills domain to the Barbering domain to provide a better match with its content.
· References and legislation were updated for currency, and the Guidance Information (GI) was updated for consistency across the set of unit standards.
· The titles of unit standards 10650 and 28017 were amended to ensure consistency with the content.
· Outcomes and performance criteria were amended to reflect the overall outcomes described by the titles.
· Range statements were updated for clarity and to support best practice assessment.
· The level of unit standards 10645, 10648, 10650 and 19808 were amended to more accurately describe the required skills, knowledge and application as outlined within the NZQF level descriptors.
· The credits for unit standards 2886, 19805, and 28845 were amended to reflect the time required for learning and assessment.
· The credits for unit standard 10647 were increased from 15 to 20 to reflect the addition of underpinning knowledge of wet shaving, previously in unit standard 19807.
· A new standard was developed to cover knowledge of skin and hair for barbering.
· The recommended standards for entry to unit standards 10648, 10650, and 19806 were removed and the prerequisite standards for entry to standards 10649 and 10650 were removed in favour of a new GI.
· Unit standards were updated to align with the current template.
The Category D unit standard will expire at the end of December 2022
