Summary of review and consultation process

The scheduled review of qualifications was started internally via consultation with Competenz Assessors and Training Advisors in early 2019. The group comprised of employers, industry experts, and association representatives.

The members provided direction for the qualification, suite identifying gaps and changes needed to existing qualifications, as well as the intended outcomes and purpose that each qualification should achieve for the industry.

The usage data of each qualification was a key starting point. This was incorporated with ongoing feedback and shared at with the Sector Advisory Group. The draft qualifications were made available for feedback via the Competenz website and industry publications.

A final meeting was held to confirm the qualifications.  

 

Main changes resulting from the review

The qualifications were reviewed to ensure they remained fit for purpose. This included the GPOs and conditions, and wording was updated to meet current requirements for listing.

The strand structure across the suite of qualifications was simplified to allow for more flexibility, with strands being combined based on roles and activities that are conducted together in the workplace. These changes also resulted in changes to the credit value of the qualifications.

Specifically:

·         New Zealand Certificate in Forest Foundation Skills (Level 2) with strands in Breaking Out, Establishment, Landing Operations, and Pruning [Ref: 2325]

o  All strands removed at the request of industry to provide a more overarching qualification, exposing people to a range of tasks.

 

·         New Zealand Certificate in Tree Felling and Clearing (Non-Production) (Level 3) [Ref: 2336]

o   Hazardous Tree Felling strand – compulsory GPO converted to optional strand as it was limiting completions of the qualification.

·         New Zealand Certificate in Forest Harvesting Operations (Level 3) with strands in Basic Machine Operation, Tree Felling, Breaking Out - Cable, Breaking Out - Ground Based, Manual Processing, Log Scaling, Poleman, Production Thinning, and Quality Control [Ref: 2326]

    • Breaking out strand – removed. With mechanisation, this activity has all but disappeared from the industry.

o   Log Scaling strand – removed. 

    • Manual processing, Quality control and Poleman strands – merged into Landing Operations strand. In many operations, these roles would be combined.

·         New Zealand Certificate in Forestry Operations (Level 3) with strands in Chemical Handling, Mensuration, Pruning, and Thin to Waste [Ref: 2334]

 

o    Basic Machine Operations strand – addition.  Mechanisation has increased in the forestry (establishment and silviculture) side of the industry and this new strand gives machine operators the basic skills they need to pathway into a mechanised operation.

    • Planting strand – addition. There is an increased focus on planting activity, particularly with the One Billion Trees project.

o  Production Thinning strand – addition, moved from the harvesting qualification. It is seen more as a silviculture (forestry) activity rather than a harvesting activity. The tree felling skill sets are more closely aligned with thinning to waste than clear fell

o  Chemical Handling strand – removed. There has been a reduction in manual spraying activity – replaced by aerial spraying

  • New Zealand Certificate in Forest Harvesting Operations (Level 4) with strands in Cable Extraction; Fleet, Sort and Stack; Ground Based Extraction; Head Breaker Out; Loading; Log Making; Mechanised Felling; Mechanised Processing; Spotting; Swing Yarder Extraction; and Tree Felling [Ref: 2327]

o    Mobile Cable Yarder strand – addition. This strand recognises the skill set of the operators of these new machines

    • Fleet, Sort and Stack– merged with Loading strand. These activities are almost always carried out by the same person.

·         New Zealand Certificate in Forest Industry Operations (Planning and Monitoring) (Level 4) with strands in Harvesting, Inventory, and Silviculture [Ref: 2330]

 

o  Inventory strand – removed.

The following qualifications will be expired due to low or no usage:

·         New Zealand Certificate in Forest Health Surveillance (Level 5) [Ref: 2328]

·         New Zealand Certificate in Forestry Crew Management (Level 5) [Ref: 2331]

·         New Zealand Certificate in Forestry (Log Stock Management) (Level 4) with strands in Log Inventory, and Log Marshalling [Ref: 2333]

This qualification was replaced by the New Zealand Certificate in Log Stock Management (Level 3) with strands in Log Marshalling, and Log Scaling [Ref: 4173]

·         New Zealand Certificate in Forestry (Access and Operational Awareness) (Level 2) [Ref: 2335]

The following new qualifications were listed:

·         New Zealand Certificate in Log Stock Management (Level 3) with strands in Log Marshalling and Log Scaling [Ref: 4173]

This qualification was developed as a standalone qualification based on the combination of strands in the New Zealand Certificate in Forestry (Log Stock Management) (Level 4) [Ref: 2333]. Log Marshalling was not previously covered in the current suite and was identified as a gap in the combination of skills available.

·         New Zealand Certificate in Forest Operations (Level 4) with strands in Mechanised Land Preparation, and Mechanised Thinning [Ref: 4174]

This qualification reflects an increase in new activities being carried out in the forest establishment and tending sectors, and includes a mechanised process not previously covered in current qualifications.

·         New Zealand Certificate in Forest Harvesting Operations (Level 4) [Ref: 4175]

This qualification offers more flexibility for developing apprenticeships, and for contractors seeking more flexibility for workers to move between roles.
