Summary of review and consultation process |
National consultation started in July 2019 where information and statistics about the qualification and its outcomes were distributed to stakeholders (industry, providers, students, graduates). National meetings (Auckland, Hamilton, Wellington and Christchurch) were held in October to review the qualification and gain feedback. The Quality Assurance Committee reviewed the feedback and have recommended minor changes to the qualification to the New Zealand Board for Engineering Diplomas. Need and strategic purpose of the qualification were confirmed as still fit for purpose and required. Document was circulated to stakeholders who endorsed the changes and the qualification. |
Main changes resulting from the review |
The required changes identified were: · Update to name of professional body from IPENZ to Engineering New Zealand (ENZ) · Update of changes to technical and professional role references and alignments (i.e. regulatory boards) · Update to current legislation where referenced · Revision of graduate profile outcome (GPO) 3. Main changes include: · Updating of IPENZ to ENZ as professional body · Updating of references to international competencies and registration board names · Revision of GPO 3: Apply the principles of the Treaty of Waitangi, the Resource Management Act and Health & Safety in Employment Act while carrying out engineering activities. During the consistency review, it was noted that this was difficult to evidence. It assumes that all graduates will have an opportunity to “apply” the principles of these Acts, in their engineering activities. Whereas the scope of practice for a technician as outlined by the Dublin Accord (international Engineering Alliance, 2002) is such that graduates may not have an authentic opportunity for this due to the nature of their work. It was concluded that it is more authentic that a technician working under an international scope of practice would need to be able to identify the relevant principles from legislative Acts that may have an impact on their work, when it is relevant to do so. It was agreed to change this GPO to: Carry out activities as an engineering technician while applying the principles of the Health and Safety at Work Act 2015, the Resource Management Act 1991 and the Treaty of Waitangi, as relevant.
