Summary of review and consultation process

Representatives of the transmission industry asked Connexis to bring the review of the New Zealand Certificate in Electricity Supply (Substation Maintenance) forward as the qualification was not fit-for-purpose.  There are no candidates working towards version one of the qualification, nor have there been any graduates.

Stakeholders met in October to consider feedback from employers and the training needs of the industry.  Their comments informed the review of the qualification. The Electricity Supply Reference Group endorsed the changes at its November 2019 meeting.

Main changes resulting from the review

The qualification was replaced, based on the following:

· The qualification was modified to focus on the knowledge and skills required for electricians to become substation maintainers. 

· The value of the qualification was reduced from 240 credits to 85 credits.

· The strategic purpose statement was refined to meet the industry’s expectation that those training as substation maintainers would be electricians or training to become electricians. 

· The graduate profile outcomes were revised to align with this expectation; two outcomes were combined and one was removed.

· The education pathway and evidence requirements for assuring consistency were updated.

· Conditions relating to the qualification outcomes were removed.

The replaced qualification will be discontinued immediately.
