Summary of review and consultation process

The Skills Organisation has completed a scheduled review of the suite of Regulatory Compliance qualifications. Consultation took place with stakeholders from across the Regulatory sector, with members in Local and Central Government organisations who are the users of the qualifications. Representatives also included Programme Managers from The Skills Organisation which is the only Tertiary Education Organisation awarding these qualifications.

The consultation process was conducted with a working group over video conferencing, phone conversations, individual face-to-face meetings and wider consultation via email correspondence.

The consultation concluded that some changes needed to be made to ensure the qualifications were fit for purpose, future proofed and reflected the terminology currently used in practice and across the sector.

Main changes resulting from the review

Changes across the suite:

-Title changes from Regulatory Compliance to Regulatory Practice to reflect the current term commonly used across the regulatory sector. The title change reflects the practice of the regulatory profession where regulation extends beyond compliance. The title change resulted in minor changes to the graduate profile outcomes with the removal of the term compliance where required.

- Removal of conditions from Graduate Profile Outcomes.

- Update of General Conditions for Programmes.

- Context added to Graduate Profile Outcomes where necessary.

Specific changes to qualifications:

New Zealand Certificate in Regulatory Compliance (Core Knowledge) (Level 3) [Ref: 2774]

- Title change to New Zealand Certificate in Regulatory Practice (Core Knowledge) (Level 3).

- New GPO added. GPO 1 was split to make explicit knowledge of law development, legal concepts and the judicial system. Both GPOs are 10 credits, with no overall change to credit value to the qualification.

New Zealand Certificate in Regulatory Compliance (Operational Knowledge) (Level 4) [Ref: 2775]

- Title change to New Zealand Certificate in Regulatory Practice (Operational Knowledge) (Level 4).

- Minor changes made to the GPOs to remove the term compliance with focus on regulatory practice and to ensure context has been added.

New Zealand Certificate in Regulatory Compliance (Operational Knowledge) (Level 4) [Ref: 2776]

- Title change to New Zealand Certificate in Regulatory Practice (Operational Practice) (Level 4).

- Minor changes made to the GPOs to remove the term compliance with focus on regulatory practice and to ensure context has been added.

- Credit values for GPOs rounded to nearest 5. Two GPOs were merged into a single GPO with no overall change to credit value for the qualification.

New Zealand Certificate in Regulatory Compliance (Level 5) with strands in Audit, Inspection, Investigations, and Operations [Ref: 2777]

- Title change to New Zealand Certificate in Regulatory Practice (Level 5) with strands in Audit, Inspection, and Investigation.

- Minor changes made to the GPOs to remove the term compliance with focus on regulatory practice and to ensure context has been added.

- Removal of the Operations strand due to no usage and lack of need of the strand.

- Minor change to Audit strand GPOs and credit values. Overall credits for this strand stay the same.

- Replaced Version 1 GPOs under the Inspection strand with 2 new GPOs to better reflect the knowledge and skills required in an inspection role. No overall change to credits for this strand.

- Title change to New Zealand Diploma in Regulatory Investigations (Level 6).
