Summary of review and consultation process |
The consultation process started in February 2020 with a review of usage and discussions with Maritime New Zealand regarding recent and/or potential changes to the requirements for the Standards of Training Certification and Watchkeeping (STCW). The Maritime qualifications mirror the requirements of the STCW framework. To retain that link no substantive changes were made to the Strategic Purpose Statements and Graduate Profile Outcomes in this review. Maritime New Zealand does not have a scheduled review of the Maritime New Zealand Seafarer Certification and Operational Limits Framework at this stage, but it is expected to happen in the next few years which will trigger a further review of this suite of qualifications. Competenz hosted a Sector Advisory Group (SAG) meeting which included representatives from Maritime New Zealand, providers (polytechnics and PTEs), unions, the Shipping Federation and employers. Feedback was also sought from the Navy in a separate meeting. There were few changes made to the qualifications during the meeting, but all changes were further distributed to participants, and stakeholders who were unable to be there, for further feedback. The draft qualifications were supported by stakeholders. |
Main changes resulting from the review |
There were minor changes to the Strategic Purpose Statements and Graduate Profile Outcome statements and conditions for consistency and some to reflect changes in the industry and the requirements of Maritime New Zealand and NZQA. Specific changes: New Zealand Certificate in Domestic Maritime Operations (Coastal and Offshore) (level 4) (Ref: 2892) - increased from Level 4 to Level 5. The justification for this change is: This qualification is intended for operations that extend to the offshore limit (effectively anywhere within New Zealand’s exclusive economic zone) and is a significant progression from the New Zealand Certificate in Domestic Maritime Operations (Restricted Limits) (Level 4) (Ref: 2505) that is limited to operations within 50 miles of the coast. A master or skipper operating in this extended area is expected to have significantly greater skills and knowledge and will be expected to exercise significantly greater autonomy and self- reliance.
New Zealand Certificate in Marine Engineering Class 6 with an optional strand in Marine Engineering Class 5 (Level 4) (Ref: 2509) - a change was made to the Conditions Relating to the Graduate Profile Outcomes. The Table A-VI/1-3 reference now replaces the Table A-VI/1-4 reference in outcome 1 (core) and the credit value has been lowered from 5 to 2 to reflect this. Outcome 3 has the credits raised from 10 to 13 to better reflect the requirements in the conditions and to balance the credits for Outcome 1. Also, the Table A-VI/1-3 reference has been removed from Outcome 7 in the Marine Engineering Class 5 Optional Strand (as it is now in the core). |
