Summary of review and consultation process

Stakeholders, including employers and current programme owners, were informed of the planned review schedule in December 2019.

Graduates and employers were surveyed in 2019 - 2020. Feedback, graduate numbers and enrolment data were discussed at the Electricity Supply Reference Group meeting held in March 2020. This information was used to inform proposed amendments to the qualifications.

The Telecommunications strand of the introductory qualification was discussed at the Telecommunications Industry meeting also held in March 2020 and the modifications were made to the Graduate Profile Outcomes (GPO).

The reviewed qualifications and review summaries were published on Connexis’ website and the wider group of stakeholders informed by email. Amendments were endorsed by the Reference Group.

Main changes resulting from the review

New Zealand Certificate in Electricity Supply (Introductory) (Level 2) with strands in Electricity Supply, and Telecommunications [Ref: 2136]:

· The name of the Electricity Supply strand was changed, and the qualification title was updated to the New Zealand Certificate in Electricity Supply (Introductory) (Level 2) with strands in Electrical Works, Telecommunications, and Wind Farm.

· The qualification specifications were updated, including clarifying the entry requirements’ reference to the Electricity Workers Registration Board (EWRB).

· Programme conditions on Graduate Profile Outcomes (GPO) were removed to better align to listing requirements.

· GPO 2 was removed from the core section of the qualification because it was not common to the strands.

· GPOs 3 and 4 were combined to reflect the application of knowledge of electricity regulations to tasks.

· Credit values against the GPOs were redistributed to increase the emphasis on health and safety and overall credit value was reduced to 40 as each strand now has the same number of credits.

· An additional GPO was added to the Telecommunications strand to address the need for learners to have an overview of the Telecommunications industry.

· An additional strand in Wind Farm was added to address the need for an introduction to the industry for wind farm technicians.

New Zealand Certificate in Electricity Supply (Cable Jointing High Voltage) (Level 4) with optional strand in 33kV [Ref: 2227]:

· The qualification specifications were updated, including clarifying the entry requirements’ reference to the EWRB.

· Programme conditions on GPOs were removed to better align to listing requirements.

· The words ‘or entering’ were removed from the Strategic Purpose statement. The range for electrical work increased to 22kV to reflect changes in the technology used in the electricity supply networks.

· The introductory qualification (Level 2) was added as an entry requirement and the credit value of the qualification was reduced from 200 credits to 150 credits (not including the optional strand) because the introductory qualification is no longer incorporated in the programme.

· GPOs and their credit values were revised to provide more specific guidance for programme development.

New Zealand Certificate in Electricity Supply (Utility Arboriculture) (Level 3) with optional strand in Insulated Tool Work [Ref: 2613]:

This qualification was replaced by the New Zealand Certificate in Electricity Supply (Utility Arboriculture) (Level 3) [Ref: 4243]. Differences between the two qualifications are as follows:

· The qualification specifications in the new qualification were updated, including clarifying the entry requirements’ reference to the EWRB.

· Programme conditions on GPOs were not included in the new qualification to better align to listing requirements.

· As all Utility Arborists need to work with insulated tools, the optional strand in Insulated Tool Work was not included in the new qualification and its GPO was incorporated in the core section of the new qualification.

· The title of the new qualification was amended to reflect the removal of the optional strand.

· The GPO on communication was not included in the new qualification because it is sufficiently addressed in the New Zealand Certificate in Horticulture (Level 3) [Ref: 2678] which is an entry requirement for this qualification.

· The introductory qualification (Level 2) was included in the new qualification as an entry requirement and the credit value for the new qualification is significantly lower than the replaced one because the introductory qualification is no longer incorporated.
