Review of Connexis Infrastructure ITO CMR

 

Connexis Infrastructure ITO (Connexis) has completed the review of the Consent and Moderation Requirements (CMR) above.

The next CMR review is planned to take place during 2025.

 

Summary of Review

 

Connexis instigated a review of the Electricity Supply Sector CMR to gain consistency in quality systems for unit standards classified in the Electricity Supply sector sub-fields and domains managed by Connexis.

 

Feedback has been sought from industry, provider representatives and staff to ensure achievable parameters are agreed to manage the integrity of assessment decisions for the Electricity Supply unit standards.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from May 2020.

 

Moderation system requirements will apply with effect from May 2020. 

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from November 2020 onwards.

Requirements for Consent to Assess (RCA)

 

Introduction

·                                                          Connexis Infrastructure ITO is committed to assisting education organisations applying for Consent to Assess and offers continued support to organisations assessing against standards in the sectors covered by this CMR.

 

Standard Setting Body involvement in process for granting consent to assess

·                                                          Industry added for Levels 1 and 2.  

 

Visit waiver conditions

·         Circumstances for a visit waiver have been amended and requirements clarified.

 

Industry or sector-specific requirements for consent to assess

·                                                          Summary of consent to assess requirements has been amended.

 

Criterion 1           

·           Requirement has been added to consider the literacy, language and numeracy demands of the programme.

·           Robust annual evaluation of teaching programmes has been added.

·           Requirement has been added for consultation with stakeholders and advisory links to be maintained.

·           Holistic and integrated approach to curriculum design has been added.

·           Criteria for developing online and distance learning packages has been added.

 

Criterion 2           

·                                                          Requirement for training facilities and assessment environments has been added.

·                                                          Requirement has been added for applicants to provide current copies of relevant legislation regulations handbooks and manuals.

 

Criterion 3           

Specific requirements for staff selection have been added, including:

·                                                          New unit standards in adult education.

·                                                          Requirement for staff conducting verification to achieve unit standard 30423 or prove competence and skill in verification of assessment.

 

Criterion 4           

·                                                          Requirements have been extended.

 

Criterion 5         

A requirement for this criterion has been added:

·                                                     Tutors and assessors must have contact with students while they are engaging in on-job training or distance learning.

 

Criterion 6           

·                                                          Requirements including reference to NZQA rules, formal agreements, safety, equipment, resources, and verifier qualifications have been added.   

 

Criterion 7

·                                                          Information on Recognition of Prior Learning (RPL), Recognition of Current Competence (RCC), and Credit Recognition and Transfer (CRT) requirements has been added.

·                                                          Industry sufficiency in assessment has been added.

·                                                          Requirements for engaging external party to deliver training and assessment and self-developed resource requirements has been added.

 

Criterion 8           

·                                                      Time frame for reporting credit has changed to reflect NZQA reporting requirements.

Moderation System

·         Requirements of the moderation panel have been deleted.

·         Moderation group workshops and evaluation visits have been detailed.

·         Moderation group workshops have been added.

·         Criteria for unit standard selection have been detailed.

 

Non-compliance with moderation requirements

·         Details of charges have been deleted.

 

Appeals

·         A list of information an appellant must provide has been added.

·         More detail on process has been added.

·         Timeframes for appeals and resolution have been detailed.
