Summary of review and consultation process

The review of the Dairy Processing qualifications occurred in 2020.  The review encompassed consultation with stakeholders from the dairy processing sector to ensure that the reviewed qualifications met their current and future needs.  A combination of face to face and online meetings, and email correspondence ensured stakeholders had opportunity to participate in the qualification review process.

 

An initial dairy processing working group meeting occurred in Hamilton to review the Level 3, 4 and 5 qualifications.  Suggested amendments to the qualifications focused on skills gaps and creating more flexibility within qualifications to meet future job role requirements.     

 

The working group meeting was followed up with one on one online conversations with working group members to discuss amendments to qualifications and confirm in principle the recommended amendments met future industry requirements.

 

Further consultation was carried out via email to seek wider feedback from the dairy processing sector. Feedback from the wider dairy processing sector was considered by the working group.   

 

Final stakeholder attestation sign-off from the dairy processing working group was obtained once all feedback was taken into consideration.

 

Main changes resulting from the review

Main changes that apply to all reviewed qualifications:

·         Outcome statements were amended to reflect current industry needs.

·         Qualifications Specification section was amended to reflect amendments made to qualifications.

·         Conditions specific to graduate outcomes were removed to reflect current template requirements.

 

The following changes specific to each qualification were also made:

New Zealand Certificate in Dairy Processing (Level 3) with optional strand in Automated Cleaning and Heat Treatment [Ref: 2562]

·         Qualification title was amended to separate the Automated Cleaning and Heat Treatment optional strands to meet job role requirements.   

·         Qualification overall credits increased to reflect the requirements of amended graduate profile outcomes (GPOs).

·         GPO 1 amended to replace the term ‘milk’ with ‘dairy’, and credit value increased to reflect additional learning that can be selected depending on learner’s job-role context requirements.

·         GPO 3 amended to include the term ‘sustainability’, and credit value increased to reflect importance of sustainability within dairy processing.

New Zealand Certificate in Dairy Processing (Level 4) with strands in Cheese Making, Cream Products, Milk Powder, Milk Protein, Milk Treatment, and Milk Collection (with optional strand in Automated Cleaning and Heat Treatment) [Ref: 2563]

·         Qualification title was amended to remove contextual strands to offer more flexibility, and separate the Automated Cleaning and Heat Treatment optional strands to meet job role requirements. 

·         Qualification overall credits increased to reflect the requirements of amended graduate profile outcomes.

·         GPO 3-4 wording were amended to better reflect job role requirements.

·         GPO 5 amended to encapsulate GPOs 5-10 in version 2 into one GPO to allow for flexibility in a specific dairy processing context.  A credit value of 45 credits reflects the range of tasks carry out by a dairy processing operator, for example milk processing operations, milk collection.

·         This qualification was designated expiring and replaced by a new qualification with strands.

The following qualifications were developed as a result of the review to meet identified skills gaps and offer career progression in the dairy processing industry:
