Summary of review and consultation process |
An eight-month consultation was undertaken and involved construction related organisations, tertiary education organisations and construction related businesses. Thirty-two industry representatives from a range of small to large construction related businesses participated in one-to-one interviews to provide feedback on the skills and competencies required of operationally focussed supervisors for the construction sectors. Feedback from the consultation process was included in the review. |
Main changes resulting from the review |
A new Level 5 qualification was developed that combined the key skills and competencies of the reviewed qualifications. The New Zealand Certificate in Construction Related Trade (Supervision) Level 4 [Ref: 2381] and New Zealand Certificate in Construction Related Trades (Main Contract Supervision) Level 5 [Ref: 2382] will be expired and replaced with this new qualification.
Rationale for replacing the above qualifications: Enrolment and completions have been poor since both qualifications were listed. Industry representatives from a range of construction industry sectors expressed a need for investment in supervisory capability focussing on operational leadership as opposed to administration of construction contracts – known in the sector as construction management. Analysis of existing qualifications showed construction management was catered for with existing qualifications that provide the essential theoretical knowledge, skills and aptitude required in construction management. These are: · New Zealand Certificate in Infrastructure Works Contract Management (Level 5) [Ref: 2618] · New Zealand Diploma in Construction (Level 6) with strands in Construction Management, and Quantity Surveying [Ref: 2420] The replacement operationally focused construction supervision qualification responds to a gap in supervisory capacity that has been expressed through the consultation for this qualification review. |
