Summary of review and consultation process

A consultation meeting was held in early March 2020. Qualification stakeholders were invited to participate, including industry and providers who had approved programmes, to discuss and update the required sector specific sections of the qualifications.

The New Zealand Certificate in Pest Operations (Level 3) with strands [Ref: 2443] has had usage and any changes required were discussed with stakeholders.

There has been no usage of the New Zealand Certificate in Pest Management (Level 4) with strands [Ref: 2444], however, stakeholders proposed that it remain as is. Industry confirmed there was a need for this qualification as a pathway from Level 3 and with the government’s Predator Free 2050 formally launched in March, both industry and providers believed there was a strong case for retaining the Level 4 qualification for the jobs that this strategy is likely to stimulate.

Minor changes were made to meet current technical requirements.

Wider stakeholder consultation was carried out via an online survey in mid-March 2020. Changes were incorporated where appropriate and changes discussed at the initial consultation meeting were confirmed by industry stakeholders, providers with graduates, and providers with approved programmes.

Main changes resulting from the review

New Zealand Certificate in Pest Operations (Level 3) with strands in Rural Pest Control, Rural Pest Monitoring, and Urban Pest Control [Ref: 2443]:

·         Outcomes 1 and 3 were combined into one outcome.

·         Conditions relating to the Graduate Profile were removed to better meet current technical criteria for listing of qualifications.

·         Credits were adjusted for Graduate Outcomes in strands to align with industry requirements for vehicle use as quad bikes are no longer an option for use in pest control due to safety implications.

·         Revised credits for Graduate Outcomes other than vehicles reflect the time taken for learning and assessment.

·         Minor changes were made to Qualification Specifications to meet current technical criteria for listing of qualifications.

New Zealand Certificate in Pest Management (Level 4) with strands in Pest Animal, and Pest Plant [Ref: 2444]:

·         Minor changes were made to Qualification Specifications to better meet current technical criteria for listing of qualifications.
