Summary of review and consultation process

A suite of 24 qualifications developed under the mandatory review of Teacher Education qualifications (Levels 2-6) were approved and listed on the New Zealand Qualifications Framework (NZQF) in February 2016.

This review concerns five of those qualifications across the three areas of Holistic Education (called Special Character in the mandatory review), Specific Learning Disabilities (SLD), and Pregnancy, Childbirth and Early Parenting Education. Each qualification area was reviewed separately by a relevant specialist working group.

Stakeholders were kept informed and invited to contribute ideas, comment, and feedback both before and during the review, including a national consultation.

 

Main changes resulting from the review

The following changes were made across all Specific Learning Disabilities and Holistic Education qualifications:

  • The strategic statements have been amended to more clearly describe the expected scope and level of practice for graduates. Other outcome statements have been amended so that they provide more specific educational, employment, and community-based pathways.
  • The graduate profile outcomes (GPOs) have been amended to express more clearly the range of capabilities and competencies required by graduates.
  • All conditions for GPOs have been removed, to enable greater flexibility for programme development. Some of these have been incorporated into the amended GPOs.
  • Qualification specifications use standardised statements for qualification award, consistency requirements, minimum standard of achievement, and other requirements (including legislation and relevant codes). They have been adjusted to reflect the new listing requirements.

The two sections below set out more specific changes for each group of qualifications.

Specific Learning Disabilities: New Zealand Certificate in Supporting Individuals with Specific Learning Disabilities (Level 4) [Ref: 2759] and New Zealand Certificate in Teaching Individuals with Specific Learning Disabilities (Level 5) [Ref: 2760]

  • Graduate profile outcomes (GPOs) in the Level 4 have been rearranged to reflect a more logical progression.
  • GPOs 4 and 3 in the Level 5 have been integrated for a combined total of 5 credits, which has reduced the number of outcomes from 6 to 5.
  • Credit values in the Level 5 qualification have been updated to reflect amendments to GPOs:
    • Outcome 1 reduced from 15 to 10 credits
    • Outcome 2 increased from 5 to 15 credits.
  • Conditions for practical experience in the Level 5 qualification were changed to allow both real and simulated components. This removes unnecessary barriers for programme development.

·         Holistic Education: New Zealand Certificate in Holistic Education (Level 4) [Ref: 2763] and New Zealand Diploma in Holistic Education (Level 5) [Ref: 2764]

  • Credit values for graduate profile outcomes in the Level 5 qualification have been amended to better reflect the hours required to achieve the outcomes:
    • Outcome 2 reduced from 50 to 40 credits
    • Outcome 3 increased from 10 to 15 credits.

Pregnancy, Childbirth and Early Parenting Education: New Zealand Diploma in Pregnancy, Childbirth and Early Parenting Education (Level 5) [Ref: 2887]

The review of the New Zealand Diploma resulted in a new qualification with the following key differences:

  • The title was changed from Pregnancy, Childbirth and Early Parenting Education to Transition to Parenting Education to reflect more current sector terminology.
  • The strategic statements were amended to more clearly describe the expected scope and level of practice for graduates. Other outcome statements were amended so that they provide more specific educational, employment, and community-based pathways.
  • Qualification specifications were amended to use standardised statements for qualification award, consistency requirements, minimum standard of achievement, and other requirements (including legislation and relevant codes). They have been adjusted to reflect the new listing requirements.
  • New graduate profile outcomes (GPOs) were developed to express more clearly the range of capabilities and competencies required by graduates.
  • The number of graduate profile outcomes was reduced from five to four.
  • All conditions for GPOs in the previous qualification were removed, to enable greater flexibility for programme development. Some of these were incorporated into the new graduate profile outcomes.
