Summary of review and consultation process |
The review was conducted between April and June 2021. Stakeholders included practitioners, educators, and industry bodies. Consultation consisted of initial engagement with an Industry Consultation Group that provided high level direction and recommendations for the review. This direction and guidance was to retain the Level 4 qualifications largely unchanged, but to revert the Level 3 qualification back to version 1. These proposals were communicated to a Qualification Review Group for their endorsement and development of detailed changes. The Qualification Review Group agreed on the direction the Industry Consultation Group proposed and draft versions were generated. Engagement continued by email to confirm needed refinements and finalise the result. The New Zealand Certificate in Plumbing, Gasfitting, and Drainlaying (Pre-Apprenticeship)(Level 3)[Ref: 2660] review was brought forward so that the relationship between the plumbing qualifications could be re-set. Version 2 of the qualification contained few Plumbing, Gasfitting, and Drainlaying (PGD) trade competencies and graduates receive no advantage when they transition into apprenticeships. The Industry Engagement Group recommended, and the Review Group agreed, that reintroducing trade competencies into version 1 of the Level 3 qualification would allow learners to start their PGD learning in a way that could make a useful contribution to their level 4 apprenticeship. Both groups agree that the qualification should meet the needs of the bulk of the industry. Previous concerns that individuals might learn trade skills at Level 3, and practice while unlicensed were viewed as being a matter for the licensing authority to address, not the qualification. |
Main changes resulting from the review |
· Strategic purpose statement wording amended to better reflect current practice in the industry. · Education Pathway updated and unnecessary wording removed. · Employment Pathway wording amended to include a reference to relevant licensing regulations for the Level 4 qualifications. · Qualification Specifications section was amended to incorporate current versions of standard wordings and reduce the detail related to licensing requirements. · Transition information updated. · Qualification moved to current template.
In addition to above, the following specific changes were also made:
New Zealand Certificate in Plumbing, Gasfitting, and Drainlaying (Pre-Apprenticeship) (Level 3) [Ref: 2660] · Title changed to New Zealand Certificate in Plumbing, Gasfitting, and Drainlaying. The reference to pre-apprenticeship was removed to indicate that learners are developing some skills that are trade relevant. · Qualification graduate profile outcomes (GPOs) 2 and 3 were reverted to align with GPOs 2 and 1 respectively of version 1 with minor changes, to better reflect the expectations of a learner at this level. A new GPO 1 was added to reflect the expectation that graduates will have knowledge of legislative requirements, good conduct, and ethical practices. · Credits were adjusted to reflect the updated GPOs.
New Zealand Certificate in Drainlaying (Level 4) [Ref: 2661], New Zealand Certificate in Gasfitting (Level 4) [Ref: 2662] and New Zealand Certificate in Plumbing (Level 4) [Ref: 2663] · GPO conditions were simplified. · General conditions were amended to remove current content relating to programme provider expectations. · Other requirements for the qualification were amended to remove excessive content relating to matters of licensing, which are separate from the qualification. |
