Summary

Unit standards 28790 and 28791 were internally reviewed by Careerforce in 2020. Two new unit standards (32251, 32252) were also developed and approved as a result of that review.

During development of assessment resources at Careerforce in March 2021, industry representatives from the Pest Management Association of New Zealand (PMANZ) and Cleaning Systems Ltd concluded that reference to The Control and Safe Use of Fumigants should be removed because urban pest management specialists are not required to use or be assessed against the use of fumigants.

The industry representatives also determined that an integrated pest management programme must include a chemical treatment and a recommendation for non-chemical procedures for pest management.

As a result, the four unit standards were revised in April 2021.

Main changes

·      Reference to The Control and Safe Use of Fumigants, was removed from the guidance information in all standards.

·      References and assessment evidence were updated to better inform assessment.

·      The wording of outcome 2 in unit standard 28790 was amended to better reflect current training and assessment requirements for integrated pest management.

·      The range statements for outcome 2 in unit standard 28790, and outcome 1 in standard 28791 were amended to better reflect current training and assessment requirements for integrated pest management.

·      The title of unit standard 28791 was amended to clarify that all pest management procedures assessed by the standard are part of an integrated programme of pest management.

·      The indicative range covering pest types in the guidance notes in unit standards 28790 and 28791 were amended to include residential premises.

·      The evidence requirement for two different chemical or non-chemical techniques for each pest in the unit standard 28791 range statement was removed.

·      The range statements covering the use of personal protective equipment were amended to clarify that the range is indicative rather than compulsory.

·      A definition for integrated pest management was included in unit standard 28791.

·      References to the EPA’s Hazardous Substances (Hazardous Property Controls) Notice 2017 were updated to reflect changes published in the EPA Notices (Amendments and Revocations) Notice 2020.
