Revision and Rollover of The Skills Organisation CMR

 

The Skills Organisation has completed the revision and rollover of the Consent and Moderation Requirements (CMR) above.

 

Date new version published                                                             May 2021

 

The next CMR review is planned to take place during 2023.

 

Summary of Revision and Rollover

 

Some criteria for the following sectors have been revised in consultation with the respective industries:

 

·      Plumbing, Gasfitting and Drainlaying

·      Roofing

·      Security

 

The planned review date was extended to December 2023.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from May 2021.

 

Moderation system requirements will apply with effect from May 2021. 

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from November 2021 onwards.

Appendix 2: Security sector

 

·      Criterion 1 – Development and evaluation of teaching programmes

·      Criterion 3 – Staff selection, appraisal and development

·      Criterion 7 – Assessment

 

The criteria listed above were amended to reflect replacement of unit standard 21737, Manage violence and personal safety as a security officer with unit standard 32082, Mitigate the threat of violence to self and others from aggressive behaviours in a security context.  To ensure consistency in the assessment of unit standards 32082 and 21738, Skills and the Security industry have developed and made available training and assessment guidelines for these unit standards that providers must comply with.  Notes relating to these guidelines were added.

 

Appendix 6: Plumbing, Gasfitting and Drainlaying (PGD) sector

 

·         Criterion 3 – Staff selection, appraisal and development

 

This criterion was amended to remove the hindrance in recruiting assessors to deliver and assess PGD qualifications.    

 

Appendix 9: Roofing sector

 

·         Criterion 3 – Staff selection, appraisal and development

 

This criterion was amended to support industry which finds it difficult to recruit roofing assessors who hold relevant New Zealand or national qualification to the unit standards that they are required to assess against as some tutors/assessors are experienced but do not hold the qualification.  Other assessor criteria remain unchanged.
