Summary of review and consultation process

The review process began in early March 2020 and took place over five months.

A wide-ranging process was undertaken to establish stakeholder profiles for the various suites of qualifications. A Representative Group approach was initiated, and four groups of varying sizes were established comprising: Language Teaching; Adult and Tertiary Teaching; Adult Literacy and Numeracy Education; and Assessment Practice. In some instances, panel members were involved in more than one group.

Consultation took place in a collaborative, primarily digital, manner with a range of stakeholders including representatives from Tertiary Education Organisations, government agencies, student representatives, and peak bodies such as Independent Tertiary Education New Zealand (ITENZ) and Teachers of English to Speakers of Other Languages Aotearoa New Zealand (TESOLANZ).

Particular attention was given to consulting with Māori and Pacific Peoples to ensure these components of the review were well discussed and fairly represented.

The review process took into consideration many aspects including workforce requirements, alignment across the suite of qualifications, and coherency of learner pathways. Iterative changes were relayed to panel members throughout the review process and consensus on the outcomes of the review were secured.

A general online panel discussion at the end of the review was well attended, and participants supported the changes.

Main changes resulting from the review

New Zealand Certificate in Adult and Tertiary Teaching (Level 4) [Ref: 2746]

Changes include:

● Graduate Profile Outcome (GPO) statements reworked.

● Strategic Purpose Statement expanded.

● Employment and education pathways updated.

● Progression across Adult Tertiary Teaching suite clarified.

● Work-based learning hours included in general conditions.

● General and GPO conditions reworded, or included in GPO statements, or moved to Guidance Document.

● ‘feedback’ added to GPO 4 to state explicitly that it is required as part of the assessment process.

New Zealand Diploma in Adult and Tertiary Teaching (Level 6) [Ref: 2747]

Changes include:

● Graduate Profile Outcome (GPO) statements reworked and credits redistributed.

● Strategic Purpose Statement expanded.

● Employment and education pathways updated.

● Progression across Adult Tertiary Teaching suite clarified.

● Work-based learning hours included in general conditions.

● General and GPO conditions reworded, or included in GPO statements, or moved to Guidance Document.

● ‘evaluate’ added to GPO 4 to better align to the level of the qualification.

● Deleted all ‘credit transfer’ information in the ‘other requirements’ section of qualification specifications.

New Zealand Certificate in Education Technology (Advanced Practitioner) (Level 6) [Ref: 2748]

Changes include:

● The title changed to remove the term: (Advanced Practitioner).

● Graduate Profile Outcome (GPO) statements reworked.

● Strategic Purpose Statement expanded.

● Employment and education pathways updated.

● Work-based learning hours included in general conditions.

● ‘(Advanced Practitioner)’ qualifier not included in replacement qualification as it was not seen to add value and could possibly have been deterring people from viewing the qualification as accessible.

New Zealand Certificate in Learning Design (Advanced Practitioner) (Level 6) [Ref: 2749]

Changes include:

● The title changed to remove the term: (Advanced Practitioner).

● Graduate Profile Outcome (GPO) statements reworked.

● Employment and education pathways updated.

● Work-based learning hours included in general conditions.

● General and GPO conditions reworded, or included in GPO statements, or moved to Guidance Document.

New Zealand Certificate in Pasifika Teaching (Advanced Practitioner) (Level 6) [Ref: 2750]

A specialist subgroup was consulted and concluded that the qualification did not have a clear target audience and was trying to do too many things. This meant that the qualification was unattractive to providers; furthermore, it was completely unknown to practitioners due to a lack of focus on teaching and learning with application to Pasifika contexts.

Changes include:

● The title changed to remove the term: (Advanced Practitioner).

● Graduate Profile Outcome (GPO) statements reworked.

● Employment and education pathways updated.

● General and GPO conditions reworded, or included in GPO statements, or moved to Guidance Document.

● Work-based learning hours included in general conditions.

● Strategic Purpose Statement of the replacement qualification focused on education practitioners aspiring to be or in a leadership role working with learners from Pacific communities in adult tertiary teaching or training.

● Credits re-distributed.

New Zealand Certificate in Adult and Tertiary Education and Training (Quality Assurance) (Level 6) [Ref: 2751]

This qualification has had no uptake since its listing in 2016 and there is no ongoing need for it. As a result, the qualification was designated expiring without replacement.

New Zealand Certificate in Assessment Practice (Level 4) [Ref: 2752]

Changes include:

● Graduate Profile Outcome (GPO) statements reworked.

● Employment and education pathways updated.

● General and GPO conditions reworded, or included in GPO statements, or moved to Guidance Document.

● ‘manage’ replaced with ‘facilitate’ in GPO 2.

New Zealand Certificate in Assessment (Advanced Practitioner) (Level 6) [Ref: 2753]

This qualification has had no uptake since its listing in 2016 and there is no ongoing need for it. As a result, the qualification was designated expiring without replacement.

New Zealand Certificate in Adult Literacy and Numeracy Education (Vocational/Workplace) (Level 5) [Ref: 2754]

Changes include:
