The Building and Construction Industry Training Organisation (BCITO) has completed the review of the unit standards listed above.

Summary

 

Following the Targeted Review of Qualifications, the National Certificate in Carpentry (Level 4) [Ref: 0016] was replaced by the New Zealand Certificate in Carpentry (Level 4) [Ref: 2738], and new standards were developed for use in programmes leading to the New Zealand Certificate.  The unit standards in this application were retained because they were also used in other programmes.

 

Subsequently, BCITO reviewed the standards in this application and determined they were not fit for purpose.  When registered, the standards were intended for use in apprenticeship programmes that recognise commercial competence, but there remains a need to recognise carpentry skills gained in pre-trade programmes.  Generally, people who complete those programmes are not considered commercially competent but are competent to work to construction workplace standards under the supervision of a commercially competent practitioner whose role is to ensure the completed construction meets industry and regulatory requirements.

 

The changes made at this review are intended to:

·         maintain the integrity of programmes leading to commercial competence,

·         clearly define the difference between commercial competence and competence under supervision,

·         ensure that the standard a person holds reflects their skill set, and

·         allow the specified skills and knowledge to be trained and assessed against in environments where flexibility is beneficial and commercial competence is not an expectation.

 

Main changes

 

·      Carpentry and Carpentry Theory unit standards at level 4 were changed to Level 3 or were expired and replaced by Level 3 standards that recognise practical skills under supervision.

·      Relevant Core Planning and Construction and Core Construction standards were expired and replaced by Level 3 standards.

·      All the Category B review, and new standards in Carpentry Theory, and Core Construction, were reclassified to the Carpentry domain.

·      Theory and practical outcomes were separated to facilitate training and assessment in classroom and practical environments.

·      Related outcomes were grouped together to better reflect workplace conditions and training and assessment practice.

·      Skill sets were updated to reflect current industry practice and requirements.

·      Skill sets were adjusted to reflect the lesser requirements for those working under supervision.

·      Guidance Information notes and references were updated for currency.

 

Category C and D unit standards will expire at the end of December 2023

 

The last date for assessment of superseded versions of Category B unit standards is December 2023
