Summary of review and consultation process |
|
The review was conducted from February to June 2021. Stakeholders included employers, providers, Worksafe New Zealand, and the industry association. Consultation with the Scaffolding Industry Consultation Group provided subject matter expertise and recommendations for the review. Changes to the qualifications were made in agreement with the Scaffolding Consultation Group members and Scaffolding, Access and Rigging New Zealand (SARNZ), who attended all the meetings. The consultation confirmed refinements to the qualifications. A final meeting was held to critique the refinements made to the reviewed qualifications. The Scaffolding Industry Consultation Group, Worksafe New Zealand and SARNZ endorsed the reviewed qualifications. |

Main changes resulting from the review |
|
· Strategic Purpose Statement wording amended to better reflect current practice in the sector. · Graduate Profile Outcomes (GPOs) amended to reflect current Worksafe Good Practice Guidelines for Scaffolding and industry requirements. · Education Pathway updated. · Employment Pathway amended to include a reference to relevant licensing requirement as per the Certificate of Competence (CoC). · Evidence requirements for assuring consistency amended. · Other requirements for the qualification amended to update regulatory body or legislative requirements. · General conditions for programme section amended with links to current guidelines. · Reference to scaffolding competence endorsements deleted since this terminology is no longer used by industry. · Transition information updated.
In addition to above, the following changes were also made for each qualification:
New Zealand Certificate in Scaffolding (General) (Level 3) [Ref: 3708] · The GPO credits were amended with no change in total credit for the qualification. · GPO 2 was amended to include the safe loading and unloading of equipment. · General conditions for programme amended to accurately define the term “simple scaffolding”. · Reference to unit standard 30072 for assessment was removed since it is not fit for scaffolding purposes.
New Zealand Certificate in Scaffolding (Proprietary Suspended) (Level 3) [Ref: 3709] · The qualification credit total changed from 66 to 80 credits because a new GPO was added for loading, securing and unloading proprietary suspended scaffolds and a new GPO on induct users in the inspection and operation of proprietary suspended scaffolds installation for safety of workers. · GPO 2 amended to include the safe loading and unloading of equipment. · General conditions amended to accurately define the term “simple scaffolding”. · Reference to unit standard 30072 for assessment deleted since it is not fit for scaffolding purposes. · Reference to scaffolding competence endorsements was deleted since this terminology is no longer used by industry. · The capstone assessments are conducted in a controlled environment and the word ‘invigilated’ deleted.
New Zealand Certificate in Scaffolding (Trades) (Level 4) [Ref: 3710] · The qualification credit total increased from 190 to 195 to round-off credits. · The capstone assessment is conducted in a controlled environment and the word ‘invigilated’ deleted and replaced with “controlled environment”. · Definition of “simple scaffolding” and “complex scaffolding” updated to include current industry requirement for scaffolds. · GPO conditions deleted.
New Zealand Certificate in Scaffolding (Level 5) [Ref: 2363] · The qualification credit total changed from 143 to 140 credits to round-off credits. · Graduate Profile Outcome conditions deleted. · Minimum standard of achievement and standards for grade endorsement amended to ‘Achieved’. · Other requirements for the qualification including regulatory body or legislative requirements were amended.
