Summary of review and consultation process

In 2020 BCITO completed the Targeted Review of Concrete National Certificates. Late in the final stages of this review the Precast Concrete Working Group requested the establishment of a Level 4 Precast Concrete Specialist qualification.

The work to investigate and describe the competencies for this qualification had not been carried out and was likely to hold back the finalising of the suite of new concrete qualifications. BCITO and industry agreed to submit the finalised qualifications and schedule the piece of work to understand and describe competencies for a Precast Specialist Level qualification for 2021.

This work has now been completed and the New Zealand Certificate in Concrete (Specialist) (Level 4) with strands in Sawing and Drilling, and Prestressing with a new strand in Precast Concrete has been listed.

Consultation via phone and email was undertaken with Precast Concrete organisations who are members of Concrete NZ. Representatives from StressCrete, ConcreteNZ, Lattey Precast, Formstress, Concretec New Zealand and H&H Concrete were asked to contribute to or support the development of the GPO for the Precast Concrete strand in this level specialist qualification.

The new strand recognises the advance technical knowledge and skills required for Precast Concrete Technician work and provides a career pathway progression and apprenticeship destination for those seeking advancement in Precast Concrete Manufacture and leadership.
