The Building and Construction Industry Training Organisation (BCITO) has completed the review of the unit standards listed above.

Summary

 

Following the Targeted Review of Qualifications, the National Certificate in Flooring (Level 4) with strands in Carpet Installation, Fine Sand and Finishes, Flooring Planning and Design, Resilient Flooring Installation, Substrate Preparation, Timber Overlay Installation, and Resin Flooring Application [Ref: 0756] was replaced by:

·      New Zealand Certificate in Flooring Installation (Level 4) with strands in Bonded Carpet, Conventional Carpet, Commercial Resilient Flooring, and Residential Resilient Flooring [Ref: 4296]

·      New Zealand Certificate in Timber and Composite Flooring (Level 4) with strands in Bonded Installation, and Fine Floor Sand and Finishes [Ref: 4300]

·      New Zealand Certificate in Resin Flooring Application (Level 4) with strands in Trowel Applied Resin Mortar, and Flow Applied Resin Finishes [Ref: 4298]

·      New Zealand Certificate in Floor Planning and Design (Level 4) with optional strands in Estimation, and Site Assessment [Ref: 4297].

 

The new unit standards were developed in consultation with the Flooring industry to determine the skills and knowledge required by graduates of the New Zealand Certificates and for use in programmes leading to these qualifications.

 

BCITO reviewed the specified standards and determined that they were not fit for purpose.  The previous unit standards supported programmes leading to the different strands within one qualification, which has now been replaced by four qualifications with multiple strands.  The knowledge and skills in the existing standards do not reflect the current specialisation of skills that are undertaken by the flooring sector.  The grouping of skillsets in the expiring or replaced unit standards were not reflective of current workplace conditions, training and assessment practice.

 

Therefore, BCITO determined that the specified flooring standards be expired, and some of them to be replaced by new standards.  The change is intended to:

·      update skills to reflect current industry requirements and practice,

·      better group together the skills and knowledge to reflect workplace conditions and the training environment,

·      maintain the integrity of programmes leading the commercial competence.

·      clearly define commercial competence.

 

Main changes

 

·      Previously all standards in the flooring domain have been registered in CMR 0175.  The new standards will be registered in CMR 0048, while the expiring standards will remain in CMR 0175.

·      Related outcomes were grouped together to better reflect workplace conditions, training and assessment practice.

·      Skillsets were updated to reflect current industry practice and requirements.

·      Guidance notes, references and performance level guidance were updated for currency.

·      40 standards were expired without replacement.

·      12 standards were replaced with new standards.

·      41 new standards were developed.

 

Category C and D unit standards will expire at the end of December 2023
