Pet Grooming Strand Development

 

The External Working Group (EWG) comprised members of the Pet Groomers Employers Association (PGEA) and industry stakeholders.

 

The qualification review lead was a neutral representative with understanding of NZQA rules for qualification approval.

 

New Zealand Certificate in Animal Management (Level 4) [Ref: 2389] version 2 was published in April 2021 following a mandatory review.  The Pet Grooming strand was not considered at that time, although the pet grooming industry was approached through the National Dog Groomers Association NZ (NDGANZ), who expressed no interest in engaging in the development of the Pet Grooming qualification strand.  The PGEA has since been established and have fully supported the development of a New Zealand qualification as a way of acknowledging and raising professional standards in the industry.

 

Initial discussions with industry stakeholders commenced in March 2021.  A meeting was held in June 2021 and the members of the EWG who attended the meeting were representative of the stakeholders directly involved with pet grooming.  A skills profile of the pet groomer was developed at the meeting.  It was agreed that the grooming strand would apply to both dogs and cats as the main species presented for grooming and the basic principles apply to both species.  The EWG discussed the options available for qualifications including stand-alone or as a strand of an existing qualification.  Existing qualifications were considered, and it was agreed that the best fit for pet grooming according to the skills profile was as a strand in New Zealand Certificate in in Animal Management (Level 4) with strands in Canine Behaviour and Training; Companion Animals; Fish, Amphibians and Reptiles; and Zookeeping [Ref: 2389].

 

Generic sections of the qualification were discussed, and minor changes were made to meet the Pet Grooming Strand requirements.  Graduate Profile Outcomes for the pet grooming strand were developed.

 

Wider stakeholder consultation with pet grooming industry stakeholders including training providers and the NZ Veterinary Council, was carried out for the proposed Pet Grooming strand by online survey for a two-week period in June 2021.  Wider consultation was carried out through the PGEA as well as the National Dog Groomers Association NZ (NDGANZ) websites and was well publicised on these websites prior to the online link being available which allowed ample time for stakeholders to contribute.

 

The EWG met in early August to consider feedback received.  Changes were made to the qualification, and stakeholder sign off (Attestations) was sought and received with no further changes required in mid-August.

 

Muka Tangata - People, Food, and Fibre WDC is confident that members within the EWG, their roles held within their respective organisations, and the wider consultation provides an appropriate level of feedback to assess stakeholder opinion, and that the changes made to this qualifications reflects current industry requirements both now and over the next five years.

 

 

Main changes resulting from the review

 

·      Addition of Pet Grooming strand.

·      Other requirements of the qualification section was amended to update legislation (i.e. Privacy Act) and ensure currency with the Members Code of Ethics for the Association of Pet Dog Trainers in New Zealand.
