Summary

 

These unit standards were reviewed as part of a scheduled review for the Outdoor Recreation subfield to ensure that all unit standards are fit for purpose and reflect current industry needs and expectations.  Many of the standards were beyond their scheduled review date and therefore a broad review was undertaken.

 

During 2020 a wide range of technical advisory groups were established using an open expression of interest process.  These groups of subject matter experts worked through the unit standards in each of the domains.  Feedback from stakeholders including industry experts, Education Outdoors New Zealand, current users and schools was gathered through an open consultation process and used to guide the development and review of the associated unit standards.

 

Some reviewed unit standards were found to no longer be fit for purpose, relevant nor aligned with contemporary outdoor recreation.  Changes were made in some cases, and in others, new unit standards were developed to meet industry and stakeholder needs for outdoor recreation.

 

A Level 2 standard to assess Kaitiakitanga was developed.  Level 1 is well served with standards in the Environment Māori classification and standard 28510 provides for assessment for Kaitiakitanga at Level 3.  A gap was identified at Level 2 and a new standard has been drafted. The Skills Active Industry Development Adviser for Māori was key to this development and the consultation process.

 

Consultation included online forums, opportunities to provide written and verbal feedback and an online open consultation across the industry.  In addition, the review team met with Ministry of Education Pathways and Transitions team to discuss the review.

 

Main changes

 

·           Titles, guidance information, outcomes, and performance criteria were updated to improve readability and consistency of interpretation, and to ensure they are fit for purpose and aligned with current industry practice and terminology.

·           Assessment of ‘core’ knowledge and skills (e.g. planning) was removed from the standards for specific outdoor activities and new standards written for this core knowledge and skills and understanding to enable assessment in any context and reduce duplication of assessment.

·           Credit reductions and adjustments were made to outdoor activity specific standards to more accurately reflect the time taken to learn and demonstrate these outcomes, given the removal of the core.

·           Changes to standards assessing outdoor activity standards were made to better enable the assessment of contemporary content and progression from Level 1 to 3.

·           Level decreases were made to some standards to align with the levels of competence in other standards across the subfield from Level 1 to 3.

·           Unit standards were updated to align with current NZQA template.

·           Legislation and industry references were updated for currency.

·           Prerequisites were removed from standards as they were not directly relevant to health and safety and no longer relevant given the changes to those standards.

·           28 unit standards were designated expiring because they were no longer fit for purpose.

·           31 standards have changes in title, credits, level, outcomes or performance criteria.

·           Unit standard 20160 has been replaced by a new unit standard.

·           17 new unit standards have been developed.

·           The expiry of 431 and 432 will mean the domain Outdoor Navigation will have no remaining standards, necessitating the expiry of the domain.

·           The expiry of 459 and 20135 will mean the domain Cycle Touring will have no remaining standards, necessitating the expiry of the domain.

·           18132 and 438 have been reviewed and moved to the Alpine Domain. 439 will be expired. This means there will be no remaining standards in the Mountain Craft domain, necessitating expiry of the domain.

 

Category C and D unit standards will expire at the end of December 2023

 

The last date for assessment of superseded versions of Category B unit standards is December 2023
