Summary of review and consultation process

The suite of Tourism and Travel qualifications created as part of the Targeted Review of Tourism Qualifications and listed in February 2014, were scheduled for review by December 2018. 

Due to the disruptions that the COVID-19 pandemic has been having on the Tourism – Conventions and Incentives sector, these qualifications were not included in the earlier review by Service IQ of other Tourism qualifications in 2020-21.

Qualification stakeholders were invited to participate in the review of the Conventions and Incentives qualifications in late 2021, including providers and industry who had been part of the initial development and previously expressed interest in these qualifications.

There have not been any completions of the Conventions and Incentives qualifications between 2016 and 2022, and we explored with stakeholders whether it was worthwhile maintaining the qualifications and associated standards or if they should be discontinued and/or alternative education/training products developed (such as micro-credentials or a strand in a generic Tourism qualification at the appropriate level).

Targeted consultation around the proposed expiry of the qualifications was not pursued until late 2021 and continued through April 2022 following the transition of the qualifications from Service IQ to the Ringa Hora Services Workforce Development Council.  Wider stakeholder consultation was carried out to confirm support and that the proposed expiry of these qualifications would not impact learner pathways into the sector.  

Main changes resulting from the review

The following qualifications will be expired on 31 December 2023 and will not be replaced:

· New Zealand Certificate in Tourism Conventions and Incentives (Level 4) [Ref: 2208]

· New Zealand Diploma in Tourism Conventions and Incentives (Level 5) with strands in Conference Organisation, Convention Bureaux, Incentives Planning, and Venue Sales and Operations [Ref: 2209]

People currently enrolled in programmes leading to these qualifications must complete the requirements by 31 December 2023 when these qualifications will be discontinued.
