Summary of review and consultation process |
In March 2021, a review of the Airport Operations qualifications, standards, and Programme of Industry Training commenced. Consultation took place to ensure current practice and regulations were being met, and any gaps were identified and addressed. Advice on technical content was provided via the networks of the stakeholders, which informed the standards, programme, and qualifications. The stakeholders were members of the Targeted Review of Qualifications design group (2014) and are experts in their respective fields able to provide advice and guidance on the specialist requirements of the diversity of New Zealand’s airports, aviation security, New Zealand Defence Force (including operational deployments), and workplace training across the airports sector. Initial feedback regarding the New Zealand Certificate in Airport Operations (Level 4) with strands in Airport Customer Service, Airport Maintenance, Airport Safety, and Aviation Security [Ref: 2537] did not identify any concerns, with no major changes required, although some minor updates were made. A review of reasons for low learner completions of the New Zealand Diploma in Airport Operations (Level 5)[Ref: 2538] showed potential underlying problems with the current structure of the diploma meaning not all outcomes could be achieved in a typical airport environment. A stranded version of the diploma was drafted and circulated for feedback. The requirement to meet CAA Rules or NZDF policy was moved from the outcome level to become an overarching condition for programmes. |

Differences between the two qualifications include: · three strands added – Airport Environmental, Airport Safety, and Aviation Security to reflect changes in industry, and recognise the specialist skills required for different roles · graduate profile outcomes 1 - 4 were amended to better clarify the intent of the outcomes · indicative credits adjusted to account for the stranding of the qualification · updates made to the assuring consistency requirements.
