Summary of review and consultation process

The scheduled review of these qualifications was initiated five years after listing (excluding [Ref: 3460] which has been included with the rest of the automotive suite).

After an initial project plan was established, engagement with industry and providers began with ongoing meetings and consultation taking place. Industry confirmed that the qualifications are suitable for the range of automotive sub sectors requirements with several changes being proposed to the qualification suite.  Industry reengagement was carried out in late 2021 to continue working through the consultation feedback.

A final consultation period was held in June 2022. This confirmed the consultation drafts as final, and reflective of the needs of industry.

 

Main changes resulting from the review

Changes applied across all qualifications included:

·         The strategic purpose statements were amended to clarify the purpose of the qualifications.

·         The evidence requirements for assuring consistency and general conditions were updated to reflect current listing requirements. 

·         Hanga-Aro-Rau Workforce Development Council assumed Standard Setting Body status.

Specific changes:

New Zealand Certificate in Automotive Engineering (Level 3) [Ref: 3097]:

·         GPO 3 was adjusted to “vehicle systems” rather than specifying the systems to allow for application across entry level automotive positions and not restricting learners who many not cover certain systems.

·         GPO 5 was combined into GPO 3 under “vehicle systems”.

·         GPO 3 credits were increased from 30 to 55 to accommodate sufficient learning and assessment time for the content covered.

·         The education pathway was updated to specify different suitable pathways for graduates of this qualification depending on which industry they wish to move into.

New Zealand Certificate in Heavy Automotive Engineering (Level 4) with strands in Road Transport, Plant and Equipment, Agricultural Equipment, and Materials Handling [Ref: 3118]:

·         GPOs were amended to “diagnose”, rather than “service” which is instead covered by the New Zealand Certificate in Automotive Engineering (Level 3) [Ref: 3097].

·         Indicative credit values for each GPO were reviewed to ensure these reflect appropriate learning and assessment time.

·         The education pathway was updated to specify different suitable pathways for graduates of this qualification depending on which industry they wish to move into.

·         The employment pathway was updated to specify particular roles graduates of this qualification could hold.

New Zealand Certificate in Heavy Automotive Engineering (Level 5) [Ref: 3119]

·         GPO 2 was removed as this no longer reflected the needs of industry.

·         GPOs were rewritten to strengthen the intent, and specifically remove the repair function as industry determined that the focus at Level 5 is in the complexity of the system fault and monitoring and controlling the repair, rather than carrying out the repair itself. Indicative credits were allocated to the GPOs accordingly.

New Zealand Certificate in Motorcycle Engineering (Level 4) [Ref: 3447]

·         GPO 2 was amended to “diagnosing” rather than “servicing” to align with subsequent GPOs.

·         GPO 2 was amended to remove “high risk” as the focus is on all motorcycle systems covered by subsequent GPOs.

New Zealand Certificate in Motorcycle Engineering (Level 5) [Ref: 3448]

·         GPOs 2, 3 and 4 were combined into GPO 5 to align with industry needs moving forward and to focus on diagnosis and repair of complex system faults.

·         Qualification credits were increased from 70 to 80.

New Zealand Certificate in Light Automotive Engineering (Level 4) [Ref: 3450]

·         GPO 2 was amended to “diagnosing” rather than “servicing” to align with subsequent GPOs.

New Zealand Certificate in Light Automotive Engineering (Level 5) [Ref: 3451]

·         GPO 2 was amended to remove the repair function as industry determined that the focus at Level 5 is in the complexity of the system fault and monitoring and controlling the repair, rather than carrying out the repair itself.

·         Qualification credits were increased from 70 to 80.

New Zealand Certificate in Automotive Electrical Engineering (Level 4) [Ref: 3460]

·         No major changes.

New Zealand Certificate in Automotive Electrical Engineering (Level 5) [Ref: 3461]

·         GPOs 2 and 3 were combined to align the similar skill requirements resulting in GPO 5.

·         GPO 4 was amended to emphasise faults and electrical systems at Level 5 to be complex, in comparison to the diagnosis and repair outcomes in the New Zealand Certificate in Automotive Electrical Engineering (Level 4) [Ref: 3461]. Credits were increased to recognise the learning and assessment time required to meeting the GPO.

·         Existing GPO 5 was removed as emerging technologies are now recognised within the New Zealand Certificate in Electric Vehicle Automotive Engineering (Level 5) [Ref: 3915] as a specialist area of automotive engineering.

·         Qualification credits were increased from 70 to 80.

I am sure you raised the query during RFI why the long wait before these quals are expired considering that version 2 is now available. More beneficial for learners to use the new qual version.
