Summary
The review was conducted in conjunction with the qualification review of the New Zealand Certificate in Signmaking (Level 4) with optional strands in Traditional Signwriting, Three-Dimensional Sign Fabrication, and Digital Signage [Ref: 3570] as part of the cyclical five-year review process.
Consultation meetings were held online with a range of industry stakeholders every fortnight throughout March - May 2022. Feedback was received from stakeholders which resulted in the changes outlined below and decisions were made in consultation with the advisory group. The advisory group included representatives from the training provider Te Pūkenga Work Based Learning Ltd - Competenz, New Zealand Sign & Display Association (NZSDA), employers and graduates of the apprenticeship programme.
A major outcome from the review of the qualification is to introduce a new optional unit standard in sign installation as stakeholders identified a need for development of more in-depth knowledge and skills in this area.
The unit standard associated with the optional strand in Traditional Signwriting has been significantly modified given there have been no enrolments to date. However, there was strong support from industry stakeholders to continue offering the hand lettering component as a smaller unit standard to retain traditional skillsets within the industry. Industry stakeholders also clearly signalled a need for direct and simple language to be used in the unit standards (and assessment) that is easy to understand for both employers and learners.
It was noted that small unit standards have much higher usage then large unit standards. Unit standard 30164 has been split into two smaller unit standards 33065 and 33066 to make this more accessible to learners through smaller chunks of training and to place more emphasis on practical application of knowledge. Unit standard 30158 has been split into two smaller unit standards 33062 and 33064 for the same reasons as noted above.
Main changes
· Guidance information has been updated across the suite of standards.
· Wording has been simplified across the suite of standards in response to industry stakeholder request for the use of direct and simple language.
· Unit standard 27585 has been reinstated as CNC systems are a core part of many sign businesses and there have been requests over the past few years to reinstate this unit standard. The credit value has been decreased to 10 credits to reflect that it focuses on operating machinery (with no design content).
· Unit standard 27573 has been expired and replaced with a new unit standard 33060, which includes two new outcomes and a subsequent increase in credit value. A practical health and safety component has been added to reflect the importance of health and safety in the signwriting industry and a new sustainability outcome has been developed in response to industry request.
· Unit standard 30153 has been expired as feedback from employers indicates there isn’t enough traditional hand lettering work in most signmaking workplaces for learners to complete 40 credits. A new unit standard 33067 (10 credits) has been created to allow for the continuation of traditional signwriting skills. This focuses on hand lettering as previous content relating to metal gilding and airbrush rendering is now rarely used in signmaking.
· Unit standard 30154 has been expired as the outcomes relating to knowledge of materials was considered to duplicate content already covered in unit standard 30161. A new smaller unit standard 33069 (30 credits) has been created with a focus on three-dimensional fabrication.
· New unit standard 33071 has been developed to align with the newly developed optional strand in Sign Installation in the signmaking qualification.
· Title of unit standards 30155 and 30163 have been changed to better reflect the sequence of
workflow in signmaking production as determined by industry stakeholders.
· Title of unit standard 30161 has been changed to align with the strategic purpose statement and outcome statements.
Category C and D unit standards will expire at the end of December 2025.
Impact on Consent and Moderation Requirements (CMR)
Unit standard 27585 has been moved from the CMR0005 to 0013 in line with other unit standards in in the same domain.
