Summary of review and consultation process

The scheduled review of these qualifications commenced in September 2020 and ran through late 2021. The review included consultation with industry, different sector groups, NZ Marine and Composites board, technical expert, and assessors.

Changes were made to the qualifications during the meeting, and all changes were distributed to the review participants.

The New Zealand Certificate in Fill and Fair Level 3 [Ref: 3056] has very low usage, and New Zealand Certificate in Chandlery Level 4 [Ref: 3125] was not being used, and it was agreed these two qualifications would be discontinued.

Consultation took place on various dates at NZ Marine House and online meetings, and the final draft of the qualifications were supported by stakeholders and the management Board during the meeting.

 

Main changes resulting from the review

There were minor amendments to wording in the graduate profile outcomes of the reviewed qualifications to be more consistent and aligned with current industry practice.

General conditions for programmes were updated to reflect the changes to legislation, and education pathways were reviewed.

Specific changes:

·         New Zealand Certificate in Marine Interiors (Level 4) [Ref: 3026]

Credits of outcome 5 have decreased, and qualification total credits have decreased from 240 to 230.

 

·         New Zealand Certificate in Fill and Fair (Level 3) [Ref: 3056] and New Zealand Certificate in Chandlery (Level 4) [Ref: 3125] will be discontinued without replacement.

 

·         New Zealand Certificate in Boat Building (Level 4) with strands in Alloy, Composites, Steel, and Wood [Ref: 3057]

 

Credits of graduate profile outcomes 6 and 10 have decreased, and credits of outcome 7 have increased. The qualification total credits have changed to 280-330 from 285-325 to reflect this.

 

·         New Zealand Certificate in Composites (Level 4) [Ref: 3058]

Credits of outcomes 3 and 4 have decreased. The qualification total credits have decreased from 210 to 190. The change to the credit values of the qualification better reflects the learning, training, and assessment taken to achieve the graduate outcomes.

 

·         New Zealand Diploma in Composites (Level 6) [Ref: 3059]

 

A condition on Outcome 1 has been added to better reflect the assessment taken to achieve the graduate profile outcome.

 

·         New Zealand Certificate in Production Boat Building (Level 4) [Ref: 3086]

The two optional boat types have become two strands – Alloy and Composite. Outcomes 8, 9, 10 were added to reflect this.

 

·         New Zealand Certificate in Marina Facilities (Level 4) with strands Boatyard Operations, and Marina Operations [Ref: 3123]

Conditions on Outcome 1 - towing context is only for Boatyard Operations strand as it is not applicable to Marina operations.

 

·         New Zealand Diploma in Marine Design (Level 6) [Ref: 3128] will be discontinued and replaced by the New Zealand Diploma in Marine Design (Level 6) with strands in Marine Systems Design, and Naval Architecture Design [Ref: 4543]
