Summary of review and consultation process |
This review was triggered by the scheduled December 2022 review of the Level 6 Diploma in Youth Work. The Level 3 and 4 Youth Work qualifications were included in this review to ensure alignment, consistency and progression. These qualifications were last reviewed in 2018. The Youth Work qualifications were reviewed to ensure that they meet current and future demands, and reflect latest research regarding the diverse and complex nature of youth work practice, including the integration of Mana Taiohi; the social and digital worlds where rangatahi exist; the known impacts of trauma and family violence; and the growing body of evidence regarding the mental health and wellbeing of young people. Stakeholders representing: Iwi, Pacific, faith-based, community related organisations, the Youth Work peak body and professional body, and training providers reviewed the qualifications. The project was further informed by pre-review stakeholder feedback, collected on two separate occasions in April and June 2022. National consultation took place in October 2022 to gain feedback and support on the proposed changes. A new Level 5 qualification was developed as part of this review to provide a stepped approach to gaining a youth work qualification. Evidence of support came from national consultation feedback and a Youth Work non-provider based advisory panel. |
Main changes resulting from the review |
General changes across the suite of qualifications • Graduate Profile Outcomes (GPOs) have been strengthened to reflect latest research regarding the diverse and complex nature of youth work practice, including the integration of Mana Taiohi. • Inclusion of a minimum number of hours for practicum.
New Zealand Certificate in Youth Work (Level 3): - A title change to New Zealand Certificate in Youth Leadership to better reflect the focus of work the youth worker will be engaged in.
New Zealand Certificate in Youth Work (Level 4): - Merging of graduate profile outcomes (GPOs) 1 and 2 as evidence for each GPO can be gathered in the same assessment(s). - Addition of a new GPO to acknowledge the high social need for mental health and well-being awareness, and the digital spaces where young people connect.
New Zealand Certificate in Youth Work (Level 5): - New qualification to provide more opportunities for ākonga to enter and exit the youth work professional pathway and build competence in achievable incremental steps. It would also be the appropriate level for outside professionals who work with rangatahi to develop and strengthen their practice e.g. teachers, counsellors, police youth aid.
