Summary of review and consultation process |
Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council met with representatives of the industry association PrintNZ, employers, and Te Pūkenga subsidiaries between June 2022 – May 2023 to undertake a combined review of the print qualifications and associated unit standards. Regular online meetings were conducted to discuss industry training needs and identify any skills gaps, and to ensure that the qualifications were fit for purpose. Smaller technical advisory groups were formed for specialised areas within print, such as direct mail production and pad printing. A gap was identified in pad printing where unit standards currently exist, however there is no pathway within the New Zealand Certificate in Print (Level 4) [Ref: 3199] because much of the content is not relevant to pad printing. In response to this, a new level 3 qualification was developed in consultation with industry stakeholders to provide an education pathway for pad printing. The qualification advisory group identified that the New Zealand Certificate in Direct Mail Production (Level 4) [Ref: 3198] is no longer required by industry and it will be expired without replacement. |
Main changes resulting from the review |
The strategic purpose statement, education pathway, and employment, cultural and community pathway were updated in all print qualifications to ensure they are fit for purpose. Qualification specifications and transition information have been updated in all print qualifications to reflect the change in standard setting body to Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council. New Zealand Certificate in Direct Mail Production (Level 3) with strands in Film Wrapping, Ink Jet Printing, Inserting, and Laser Printing [Ref: 3197] · Film wrapping and ink jet printing strands were removed from the qualification because industry stakeholders indicated that the core skills required are inserting and laser printing. · A new elective strand in variable data merging was added in response to a request from industry stakeholders. Rapid digitisation has resulted in a skills shortage in this specialised area within direct mail production. · A core graduate profile outcome (GPO 5) was added to provide problem solving skills at level 3, since feedback from industry stakeholders indicates this is an important aspect of print production. The qualification credit value increased from 50 to 65 credits. New Zealand Certificate in Direct Mail Production (Level 4) [Ref: 3198] This qualification has been expired with no replacement due to no usage over the past three years and industry stakeholders indicated that it will not be required in the future. New Zealand Certificate in Print (Level 4) with strands in Digital Printing, Direct Marketing Production, Offset Printing, Reel-fed Printing, and Screen Printing [Ref: 3199] · Credit values were adjusted to an increment of 5 to meet current NZQA requirements. · GPO 2 wording was amended for consistency. · GPOs 4, 5, 8, 9 and 10 wording were amended to reflect current industry processes more accurately. · GPO 6 was added to provide an introductory understanding of production planning. The qualification credit value increased from 240 to 250. · The Direct Marketing Production strand was removed due to no usage and industry stakeholders indicated that it will not be used in the future. New Zealand Diploma in Print Industry Management (Level 5) [Ref: 3200] · GPO 7 wording was rephrased to clarify intent and reflect the level of the unit standard more accurately. New Zealand Certificate in Pad Printing (Level 3) [Ref: 4835] A new qualification was developed to provide an education pathway for pad printing. |

There are no learners currently enrolled in programmes leading to the New Zealand Certificate in Direct Mail Production (Level 4) so the last date of assessment has been set for 31 December 2023 and the last date of entry is 31 August 2023. It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
