The Toi Mai Workforce Development Council has completed the review of the unit standards listed above.  The unit standards that have been revised and rolled over are in bold.

Summary

 

This review was begun by the NZ Hair and Beauty Industry Training Organisation (HITO) just prior to the handover from the former transitional ITO to Toi Mai in 2021.  It followed on from the scheduled review of the Hairdressing qualifications, which was completed that same year.  The primary goal of the review was to ensure there remains standards-based pathways to those qualifications.  The opportunity was also taken to revise and roll over a small number of standards due for review in 2022 until related qualification reviews have taken place.

 

HITO carried out initial engagement with interested parties on the review and development of the standards, with Toi Mai undertaking subsequent consultation on the resulting drafts with both industry and providers.  Iterative drafts were made available via the Toi Mai website at all stages of the consultation process.

 

As a result of significant change at the qualification level a number of new standards have been created to align with a new qualification pathway.  In addition, changes have been made to update the standards in line with industry feedback and current standards.

 

Main changes

 

·      Twenty-seven standards will expire (Category C) as a result of significant change to their outcomes, with their content consolidated into 19 new standards.

·      Five standards will expire (Category D) without direct replacement.  Two standards (28841 and 28847) are not being replaced but the content of three other standards – 2755 (client consultation), 25790 (tool selection, handling and maintenance), and 28838 (product knowledge) – have been incorporated across the new and remaining standards as appropriate.

·      Six new standards have been developed to align with the new qualification pathway and fill gaps between the existing standards.

·      For Category B standards, guidance information, outcomes, performance criteria and ranges have been amended to reflect current industry expectations.  Titles, levels and/or credits have also been adjusted to reflect the updated content, level of performance required by industry, and the time required to achieve the various outcomes of the relevant standards.

·      Three standards (28845, 28846, 28848) have been revised and rolled over as they had reached their planned review date but are used towards other qualifications in Barbering and Makeup where qualification reviews are due to be completed soon.  Revisions were made to remove out of date references, remove references to hairdressing, and make cosmetic changes in keeping with the reviewed standards as required.

·      Reviewed and new unit standards have been transferred from CMR 0020 to CMR 0099.

 

Category C and D unit standards will expire at the end of December 2026

 

The last date for assessment of superseded versions of Category B unit standards is December 2025
